History

  • 1994 – The National Graduate School of Public Administration under the President of the Republic of Kazakhstan (NGSPA) was created (on the basis of the Higher Party School under the Central Committee of the Kazakh SSR, established in 1942).

Basis: Decree of the President of the Republic of Kazakhstan dated August 29, 1994, No.1845.1

  • 1998 – the Academy of Civil Service under the President of the Republic of Kazakhstan was created by the merger the National Higher School of Public Administration under the President of the Republic of Kazakhstan (NHSPA) and the Institute for Retraining and Advanced Training of Civil Servants under the Government of the Republic of Kazakhstan.

Basis: Decree of the President of the Republic of Kazakhstan dated September 18, 1998 No. 4078.994

  • 2000 – Relocation of the Academy of Civil Service under the President of the Republic of Kazakhstan to the capital of Kazakhstan – Astana.
  • 2005 – The Academy of Public Administration under the President of the Republic of Kazakhstan was established by the merger of the State Institutions “Academy of Civil Service under the President of the Republic of Kazakhstan”, “Judicial Academy under the Supreme Court of the Republic of Kazakhstan” and the transmission of the functions of the Diplomatic Academy of the State Enterprise “Eurasian National University named after L.N. Gumilyov” to the newly constituted State Agency.

Basis: Decree of the President of the Republic of Kazakhstan dated May 31, 2005, No.1583.

  • 2008 – The Academy was reorganized into the Republican State-Owned Enterprise (RSE). The National School of Public Policy was established within the Academy to train senior level civil servants.
    The Ministry of Civil Service Affairs of the Republic of Kazakhstan was recognized as the administrative body of the Academy.

  • Starting from 2017, Branches of the Academy of Public Administration under the President of the Republic of Kazakhstan have been opened in regional centers and cities of republican significance.
