Head of the Center for International Partnerships of the Academy of Public Administration under the President of the Republic of Kazakhstan Sholpan Yelkeyeva took part in the fifth meeting of the Kazakh-German commission on cultural and educational cooperation.
The work of the Kazakh delegation was coordinated by the Ministry of Culture and Sports of the Republic of Kazakhstan, and the German side – by the Foreign Ministry of Germany. Regarding item number 9 of the Protocol of the meeting “Cooperation in the field of civil servants’ training” Mrs. Yelkeyeva informed the Commission on the status of cooperation with the Hanns Seidel Foundation (hereinafter referred to as the Foundation) and the Academy of DBB (Germany).
For 10 years of implementing the joint program of civil servants’ training, the Foundation allocated 113 grants to the Academy for the preparation of specialists during their Master’s program. Among those, 80 grants were allocated for civil servants from the regions of Kazakhstan, 21 for Kyrgyz and 12 for civil servants of Tajikistan.
In accordance with the Agreement between the Academy and the Foundation, it covers the costs of scholarships, travel, and organization of foreign internships for undergraduates. The Academy organizes the educational process on the one-year magistracy program in the specialty “Public Administration”.
In addition, annually the best 3 graduates of the program, one from each country and the best two teachers of the joint program as recommended by the Academy, and financed by the Foundation are interned at the Bavarian School of Public Administration.
The Foundation also holds a series of seminars on issues of public administration with the profile specialists from Germany. The program is being implemented at the Institute of Management of the Academy. The Academy views this partnership as a contribution to the strengthening of regional stability, the human resources capacity of the civil service in the regions of the Republic of Kazakhstan and the promotion of Kazakhstan’s standards of training civil servants.
In addition, the Academy, in the framework of the Partnership Agreement signed in 2012, is cooperating with the DBB Academy (Germany). Within the framework of the cooperation, 28 undergraduates from the Institute of Management of the Academy did an internship at DBB in April-May 2017.
As suggested by the Academy, the Protocol of the meeting of the commission included an item on allocating grant to the Institute of Diplomacy of the Academy (1 person annually) for training under the International Diplomatic Training program of the Foreign Ministry of Germany.
In addition the Commission will contact the Foundation with a proposal to increase the number of trainees and expand the geography of the program, namely, the inclusion of state employees of Turkmenistan and Uzbekistan.
