The meeting of the Academy leadership with the Ambassador of Singapore to the Republic of Kazakhstan

On 26 July 2017 there was organized a meeting of the Academy leadership with the Ambassador of Singapore to the Republic of Kazakhstan.

His Excellency Ambassador Zulfikli Baharuddin highlighted the importance of the established cooperation between the Academy and Singapore, and the Singapore Civil Service College (CSC) in particular. The Ambassador said that after the first stage of successful cooperation, CSC strives to further strengthen cooperation by exchanging experience in the public sector.

During the meeting, it was noted that the Academy is a co-organizer of the 30th IPMA World Congress to be held in Astana 5-7 September 2017. This Congress is one of the most important events in the sphere of project management in the world. The Singapore side was suggested to consider participation of Singapore experts in this field, taking into consideration Singapore’s successful experience in the area of public administration and project management in cluster economy.

Within the framework of the implementation of the Memorandum between the Academy and CSC in 2016 qualification upgrading seminars for 200 civil servants were organized at the Academy with the participation of Singapore experts. The parties agreed to consider the opportunity of organizing such courses in Singapore. Furthermore, the parties also agreed to implement joint programs in 2018-2019 academic year. For this purpose the Academy and CSC will develop Action plan and work on designing courses.

The Academy expressed gratitude to the Ambassador and CSC for giving Ms Zhuldyz Davletbayeva, the Academy expert, the opportunityto participate in short-term courses in Singapore funded by the host institution. Such programs for the faculty and staff of the Academy were said to be inseparable part of cooperation.

On the meeting the role of the Academy as a “think tank” was stressed. The parties discussed issues in the spheres of civil service and anti-corruption, in which Singapore has succeeded. Analytical materials and recommendation on these issues as well as joint events with Singapore experts will make a valuable contribution to solving emerging problems in Kazakhstan.

The experience of Singapore in introducing the system of rewarding based on contribution to the public sector could contribute to the initiatives taken by Kazakhstan in developing the bonus payment system for civil servants.

The parties voiced commitment for further cooperation in the sphere of public administration.
