From April 26 to 28, 2017, at the Academy of Public Administration under the President of the Republic of Kazakhstan, foreign expert Stephen Maguire conducts a upgrading qualification seminar on the topic “Conception of the key values in the civil service. Formation of civil servant’s ethical culture”.
Civil servants of the Presidential Administration, the Office of the Prime Minister, the Senate of the Parliament, the Supreme Judicial Council, the Counting Committee and other central and local state bodies of the Republic of Kazakhstan participate in the seminar.
The seminar aim is the development of Civil Servants’ competencies in formation of ethical culture at Public body. Basic ethical principles, issues to determine and reduce ethical risks, the role of key value in decrease risks, ethical literacy, ethical identity and decision-making, the difference of ethical value from strategic value considered during the seminar. Participants will discuss how organizational leadership affects the ethical culture, how to apply principles of ethical decision-making, how to identify and remove an obstacle to ethical behavior. Dr. Stephen Maguire is Executive Director of the Center on Values and Ethics Carleton University (Canada), and also leading researcher of the project on the professionalization of law enforcement agencies. This project was successfully presented in Canada, the USA, Jamaica, the Cayman Islands, the UK, France, Italy, Hong Kong and India. Dr. S. Maguire provided ethics counseling services to many federal government agencies, including the Canadian Ministry of Health, the Immigrant and Refugee Board, the Canadian Association of Police Chiefs, the Ottawa Police Service, the Office of the Inspector General and others.
The participants of the seminar will expand knowledge on ethics of Civil Service, receive methodological recommendations on effective performance on functional duties.
After the seminar listeners will be awarded certificates.
