The Academy has successfully finished the internship for the representatives of the highest level of civil servants of the Russian Federation. The project “Development of human capital in the interests of achieving national goals” has been completed within the framework of the training program for the highest level of professional managers.
The main purpose of the internship was to study Kazakhstan’s experience in the field of public administration reforms and implementation of national projects.
The program was very eventful, during which the participants acquainted with new approaches to public administration, studied the practices of strategic planning, digital transformation, demography policies and social housing, entrepreneurship, education and science, environmental issues and spatial development. Participants of 8 project groups met directly with the leadership of government agencies, and discussed on the ground topical issues during visiting AIFC, “Atameken” National Chamber of Entrepreneurs, “Damu” Entrepreneurship development fund“, Special Economic Zone, Nazarbayev University, IT University, Astana Hub, Zerde National Infocommunication Holding, National Information Technologies, AstanaGenPlan, Nazarbayev Intellectual Schools, National Management Holding “Baiterek”, SMEs, the International Center for Green Technologies etc.
At the end, the participants noted the high level of organization of the program and highly appreciated the professionalism of their Kazakh colleagues in implementing national reforms. They particularly noted such advantages of the internship such as the willingness to openly discuss local projects, goodwill, quality and fulness of the program, proper organization of the internship.
According to Andrey Antonov, Deputy Governor of the Tomsk Region for Economics: “There are a lot of young managers in Kazakhstan with foreign education and rich work experience. These are managers of new generation who have different approaches and ideas on solving certain issues. Therefore, it is easier for Kazakhstan to adapt to the new challenges and reach the level comparable to already recognized leaders in a much shorter time. I study the experience of Kazakhstan in the field of development of science and innovative entrepreneurship and I see that an excellent base has been created in this direction, based on Nazarbayev University. The work of support institutions is ideologically well-structured, which makes it possible to create really breakthrough growth points”.
The participants expressed confidence that the experience gained in Kazakhstan will allow them to formulate new interesting proposals for the transformation of the public administration system in the Russian Federation within the framework of ongoing projects.
