The Academy of Public Administration under the President of the Republic of Kazakhstan, based on the principles of openness and professionalism, announces a competition for the development of case studies(hereinafter – the Competition).
This Competition provides an opportunity for teachers, staff and students of the Academy to demonstrate their knowledge, professional experience and competencies by developing case studies for the educational process on topical issues of public policy, public administration, economics and international relations.
The main goal of the Competition is to develop unique cases based on real or close to real events in Kazakhstan, which will be used in the educational process at the Academy. At the same time, the competition is aimed at developing the motivation and professional competencies of teachers, staff and students of the Academy. Thus, it is assumed that during the development of the case, participants will be able to develop analytical and communicative abilities, teamwork skills, leadership competencies, and will also be able to improve their knowledge of data collection, processing and analysis.
This competition is open to:
- all teachers and staff of the Academy of Public Administration under the President of the Republic of Kazakhstan and its divisions, regardless of the level of workload;
- all students of the Academy of Public Administration under the President of the Republic of Kazakhstan, regardless of the programs and format of training;
Teaching staff, staff and students of the Academy can apply individually or in a group of no more than 3 (three) people. One applicant can participate in no more than two applications.
A case is a real or close to reality situation in which the role and actions of stakeholders, problems, consequences, their solutions, as well as other processes and elements are described.
The case consists of an introduction, a general overview and analysis of the situation, a description of the interaction of all stakeholders and options for solving problems, as well as the process of making appropriate decisions, applications, teaching notes, etc. In more detail, the requirements are described in the Methodological Recommendations for teaching staff on the development of cases and their use in the teaching process (Appendix 1).
The case must be at least 15 pages, not including appendices. When writing the main text of the case, it is necessary to use the font Times New Roman, 14, single spacing. Graphs, diagrams, tables, bibliography are designed according to APA Style.
The case is submitted for consideration in three languages: Kazakh, Russian, English. Participants are fully responsible for the translation of the case and the identity of the content in the material presented in three languages.
To participate in the Competition, participants submit an application that includes:
1) A brief summary of the case in three languages with an indication of the thematic direction (no more than 300 words, Times New Roman font, 14, single spacing);
2) Brief information about the developer or developers of the case in three languages (full name, place of work/study, degree, scientific/research interests);
3) A case with applications in three languages;
4) A completed consent form signed by all developers of the case in the state or Russian languages (Appendix 2).
The application is sent to the email address sh.karibayev@apa.kz with the subject of the email “Developer’s CASE_NAME”. For example, KEYS_AKHMETOV or KEYS_AKHMETOV_TEMIRKHANOV_KOVALYOV.
Applications that are not fulfilled in accordance with the requirements or in which one of the above documents is missing are not considered.
The organizers reserve the exclusive and absolute right to exclude or disqualify any Participant(s) and/or Application for participation in the competition if plagiarism or other type of violation of academic/research integrity is detected.
Applications for the competition are accepted from April 1, 2022 to May 10, 2022. The competition is held according to the following schedule:

The prize fund of the Contest is 1,200,000 (one million two hundred thousand) tenge, includes all taxes and fees provided for by the legislation of the Republic of Kazakhstan. The Competition Commission has the right to provide this amount to one Application or distribute the prize fund among several participants.
The composition of the Competition Commission is formed from representatives of government agencies, non-governmental organizations, foreign partner universities, teaching staff and Academy staff. The participants of the Competition may not be part of the Competition Commission. The composition of the Competition Commission is approved by the Order of the Rector of the Academy.
