      Relevance of the research topic. The problem of the development of the
labor market in the agrarian sector in the context of the ongoing socio-political
modernization and economic transformation of Kazakhstani society is acquiring
strategic importance. The transition to a market economy has sharply exacerbated
the situation on the labor market, significantly changed the social and professional
structure of society, value professional orientations of the rural population, ideas
about the prestige of agricultural labor and professional activity.

      In the context of the development of market relations in the agro-industrial
complex, the issues of employment and income of the rural population have
become acutely acute. Due to the lack of new jobs in other sectors, a significant
part of the rural population is not employed. The lack of an effective system for
regulating employment in agriculture negatively affects the demography of the
village, working conditions and the social status of rural workers, creates
difficulties in providing the agro-industrial complex with qualified personnel.

      In his Address to the people of Kazakhstan "Constructive public dialogue is
the basis of stability and prosperity in Kazakhstan", President of RK K.Zh.
Tokayev instructed to develop an effective methodology for accounting for the
balance of labor resources in the country, to take effective measures to manage
migration processes in regions with a shortage of labor resources. Among the
important reserves of economic growth in the agricultural sector: the development
of industrial and social infrastructure, stabilization of the labor market, digital
transformation of processes, improvement of the work of employment centers,
reduction of unemployment, increase in the level of income of workers and
reduction of their poverty, overcoming the negative consequences of demographic
processes in rural areas, etc. large-scale events.

      The relevance of these problems is also due to the fact that at present the
issues related to the study of methodological approaches to regulating the
employment of the population in the rural labor market have not been sufficiently
developed. The approaches to the formation and transformation of the employment
system in the countryside, the impact on the situation on the agricultural labor
market are not sufficiently specific. Methodological approaches to forecasting
processes in the agricultural sector of the economy in the context of overcoming
the consequences of the pandemic have not been formed. All this determined the
choice of the topic of the dissertation research.

      Degree of scientific knowledge of the problem. In modern conditions, the
scientific and practical interest in the study of the formation of employment in the
agricultural sector is determined by the fact that the main regularities, principles
and characteristic features of the functioning of the rural labor market have not
