Turkish University named after H.A.Yasavi Kalymbetova Aigul
Rakhmanovna on the topic «Independent budget of local self-government in
Kazakhstan: institutions, mechanisms and prospects» submitted for the
degree of Doctor of Philosophy (PhD) in the educational program «8D04114
State and local government»
The relevance of research. Kazakhstan is striving to enter the top thirty
most developed countries in the world, moving from a resource-based economy to
a cleaner, innovative and diversified economic model. This requires changes in the
improvement of the public administration system aimed at increasing the
competitiveness and transparency of the economy. Therefore, the country is
gradually implementing a policy of decentralization.
In his message dated September 1, 2022. «A just state. A blessed nation.
United Society», the Head of state stressed the need to optimize the vertical of
central departments and significantly expand the powers of local executive bodies.
This allows us to get closer to the regions and people in solving urgent problems.
The Head of State also noted the issue of ratification of the European Charter. It is
an important comprehensive document defining the basic principles of the
functioning of local governments.
The reform of local self-government in Kazakhstan, the division of powers
between different levels of government, increasing the independence and
responsibility of local governments require further reform of the budgetary process
in the country.
It is important to expand the powers, financial and economic independence
of local governments (hereinafter referred to as LSG) to address locally significant
issues in the region, as well as expand opportunities for citizens to participate in
the decision-making process through the development of LSG. Powers requiring
significant financial resources have been transferred to the level of the IAS, but the
issue of strengthening the financial independence of the IAS has not yet found a
clear solution at the legislative level.
The dependence of the independent budget of local self-government on
transfers, the inefficiency of planning and coordinating an independent budget, the
low provision of fourth-level budget expenditures with their own income, and the
low activity of the local population on the issue related to budget management
determine the relevance of this topic today.
The most important issues of considering high-quality planning of the
budget of local self-government and taking effective measures to increase their
incomes, register property, communal property, increase the activity of citizens in
solving local problems and planning local development determine the relevance of
the chosen topic and determine the main directions of the dissertation research.
