ANNOTATION
of the dissertation of a doctoral student of the Academy of Public Administration under
the President of the Republic of Kazakhstan
Kozhumov Askhat Sultanbekovich on the topic “Improvement of the strategic planning
system of the Republic of Kazakhstan based on OECD methodology”, submitted for the
degree of Doctor in the profile of the educational program
“8D04113 – Public Administration”
The relevance of the research topic. Kazakhstan has defined as its long-term goal to join
the club of more developed countries by 2050, therefore a comprehensive modernization of
public administration in general, and system of state planning (SSP) in particular, is required.
The latest was formed in 2009 and is famous for its key components, that is, three-year budgeting
and result-oriented planning (strategic and budget), budgeting, outcome monitoring and
performance measurement of effectiveness and transparency of budgeting and management
processes of local and state level.
So, the Concept for improving the SSP was created during the process of developing new
approaches in the abovementioned areas, setting new tasks that was challenging for 2013, and is
designed to:
– optimize and improve the quality of normative legal support of SSP;
– enhance co-relation and coordination of three components of planning (on strategic
level, as well as on economic and budget levels);
– conduct comprehensive and precise assessment in such two spheres as activities of state
bodies on one side and use of documents of strategic and program nature on the other;
– provide strengthening of staffing potential of SSP.
It was logical in general line of state policy initiated by the President, K-Zh. Tokayev to
create a new body such as the Agency for Strategic Planning and Reforms (ASPR) in succession
to the Ministry of National Economy (MNE) of the Republic of Kazakhstan as to strategic
planning (hereinafter - SP) and modernization of SSP.
As it was assigned by K-Zh.Tokayev within the framework of his State of the Nation
Address “Kazakhstan in a new reality: time for action”, the Government and the ASPR jointly
work on drafting the New economic policy concept aimed at creation of solid ground for
inclusive and sustainable development of the country for mid-term and long-term period.
Today, in Kazakhstan it can safely be mentioned a period for development of SSP that is
sufficiently indicative in its duration. It is focused not only on ensuring economic recovery, but
also on the coordinated use of various kinds of resources (financial, industrial, labor) both at the
local and regional, and at the national level. According to OECD research (2014-2018), it is a
long-term focus and hierarchy that ensures consistency in the work of the state that is an
advantage of Kazakhstan’s developed planning and assessment system.
At the same time, more comprehensive and careful study of the methodology for building
a strategic planning system introduced in the OECD countries that demonstrated high economic
growth rates and living standards over the past decade is required in the context of the country's
course towards new economic approaches, taking into account the factors of sustainable inclusive
growth, digitalization of public administration, the enactment of new Environmental Code of the
Republic of Kazakhstan and the development of a Cooperation Program with the OECD in
accordance with the National Development Plan of the Republic of Kazakhstan until 2025.
