       The issues of state regulation and development of the maritime transport
system of the Republic of Kazakhstan were considered in the works of Mozharova
V.V., Duysenbayeva B.B., Zhansugurov B.A. however, the issues of studying the
existing international practice of state management of seaports and finding ways to
adapt it to national conditions were not sufficiently reflected.

       The aim of this dissertation research is to develop scientific and practical
recommendations for improving the state management of the maritime transport
system of the Republic of Kazakhstan, with a focus on the activities of seaports.

       The set goal defines the main objectives of the study:
       1. To study the features of the functioning of the maritime transport system
with the allocation of its key element - the seaport.
       2. To examine the structure of the state management of the seaports and
merchant fleet of the Republic of Kazakhstan.
       3. To analyze the structure of the maritime transport market through
Kazakhstan's ports and establish the area of public sector responsibility.
       4. To identify the state of competition in the provision of seaport services.
       5. To develop practical recommendations for the institutional segment of the
public administration of the seaports of the Republic of Kazakhstan.
       6. Develop proposals for the development of public-private partnerships in the
operation of seaports in Kazakhstan.
       The object of the study is the activity of seaports and merchant fleet of the
Republic of Kazakhstan.
       The subject of the study is the improvement of state management of seaports
activities
       The scientific novelty is as follows:
       - the key role of the seaport in the development of the competitive
environment of the maritime transport system is outlined;
       - the applicability of the port-lessor management model at the national level
for the development of a competitive environment in the field of maritime
transportation, with the separation of regulatory and commercial functions, is
substantiated;
       - the monopoly status of the provision of shipping services has been revealed
due to the technological features of production and the presence of barriers to entry
into the market;
       - a direct linear correlation between the number of ship calls and the volume
of cargo handled has been established, which justifies the development of
competition between marine terminals;
