- recommendations have been developed to improve the state management of
the maritime transport system, in terms of the organization of a three-stage structure
for the management of seaports with the normative consolidation of the institute of
port authority - the seaport administration;

       - use of public-private partnership forms in the form of leases and concessions
at sea terminals is proposed, which will allow the formation of full-fledged
participants in the competitive environment.

       Scientific provisions of the dissertation submitted for defense:
      1. Improving the efficiency of public administration of the maritime transport
system is achieved by liberalizing the activities of seaports, which determines the
key role of seaports in the development of a competitive maritime transportation
market. Decisions on the management of seaports have a direct impact on the
competitiveness of the maritime component of the transport system.
      2. Changes in the structure of the industry and the composition of economic
entities have determined the need to revise the management model of seaports of
Kazakhstan, adequate to strategic goals for the development of competition. The
reorganization of the industry involves the allocation of monopolistic activities of
seaports and sectors with real competition, with further definition of the regulatory
activities of the public sector and the development of competition between sea
terminals in the implementation of commercial functions.
      3. The organizational scheme of rendering the service of ship-entry within the
geographical boundaries of the water area of each seaport separately, as well as the
presence of economic and administrative barriers to market entry allows the
subjects, providing the service of ship-entry, to raise tariffs without affecting the
level of demand. The state regulation of ship-entry services ensures the achievement
of social objectives of providing equal conditions of access to the seaport
infrastructure for ships and balancing the interests of both consumers and producers
of services.
       4. Cargo transshipment is the main link in the chain of port services, since
cargo transportation by sea vessels is a secondary element, that is, the supply of
transportation services in the presence of demand. The activity of operators of sea
terminals during cargo transshipment creates conditions (quality, time, cost, safety)
for attracting cargo traffic, which are key variables for the development of
competition.

         5. The establishment of the Institute of Port Authority - the Seaport
Administration creates a legal basis for the implementation of the port-lessor
management model. The hierarchical structure between the public administration
body, the Seaport Administration, and the operators of sea terminals clearly defines
the regulatory activities of the State, which sets key performance indicators in
relation to the seaport administration. The creation of separate Seaport
Administrations of Aktau, Bautino and Kuryk contributes to the strengthening of
interport competition, which takes into account the individual characteristics of each
port, taking into account the segmentation of the sea transportation market.

         6. Management decisions on the long-term lease of berths at the oil, grain
and ferry terminals to the current owners of transshipment equipment in the port of
