Aktau, as well as the introduction of dry cargo terminal management through
concession agreements increase the efficiency of the use of the seaport
infrastructure. Encouraging the operator of the sea terminal to increase cargo
turnover through contractual relations will allow the Seaport Administration to earn
income not by increasing the cost, but by increasing the number of ship calls.
The theoretical and practical significance of the dissertation work consists
in the possibility of using the research results in the activities of the Ministry of
Industry and Infrastructure Development of the Republic of Kazakhstan, the Agency
for the Protection and Development of Competition, the State Property Committee
of the Ministry of Finance of the Republic of Kazakhstan in the development of
norms and provisions of draft laws and other regulations related to the sphere of
merchant shipping.
Approbation of practical results of dissertation research: The main
theoretical provisions and practical results of the dissertation work were reported
and discussed at such international conferences as: IX International Scientific and
Practical Conference of Young Scientists and Students: "Time of challenges and
opportunities: problems, solutions, prospects" (Riga), International Scientific
Conference "Trends in Global Integration Processes: Challenges and Opportunities"
(Astana), International Scientific and Practical Conference "Trends and Modern
Factors in International Relations: Economic and Political Aspects" (Uzhgorod).
The structure of the dissertation: The dissertation consists of an
introduction, three sections, eight paragraphs, a conclusion and a list of references,
11 appendices. The dissertation includes 151 pages, 37 figures, 32 tables.
The research carried out in this dissertation allowed us to draw the
following conclusions.
When analyzing the models of management of seaports from the point of view
of the strategic goals of the state to promote competition and strengthen the role of
the private sector, the object of the study is the port-lessor model, which clearly
distinguishes regulatory and commercial functions.
A comprehensive analysis of institutional changes in the management of the
development of seaports in Kazakhstan has shown that the reforms carried out to
increase the capacity of sea terminals, change the management structure and
commercialization of seaports, deregulation of their services are a necessary but
insufficient condition for the development of competition in the maritime
component of the transport system.
The established management structure of entities owning infrastructure in the
seaports of Aktau, Bautino and Kuryk under the management of a single operator
"Kazakhstan Railways" does not create a competitive environment. Also, the
implementation of the regulatory functions of the "port administration" and
commercial functions of terminal operators by single market entities - Aktau
Commercial Sea Port in the port of Aktau and Port Kuryk LLP in the port of Kuryk
forms a problem with the division of functional responsibilities, which entails
economic consequences of increasing the voyage rate in the structure of the cost of
