Port and the owners of transshipment equipment, does not encourage the latter to
increase cargo turnover.

       The study, based on a structural and logical approach, made it possible to
identify the market for ship-calling services within the geographical boundaries of
the Aktau port water area, the Bautino port water area and the Kuryk port water area
separately. The analysis of competitive forces has shown that only the current private
owners of transshipment equipment at sea terminals are able to influence cargo
turnover, since they are the main suppliers of a single technological process of cargo
transshipment. The results of linear regression showed that with an increase in the
volume of cargo transshipment, the number of ship calls increases by 0.9%,
respectively, terminal operators become the main element in the chain of port
operations, since the number of ships entering the port directly depends on the
efficiency of their activities.

       The introduction of a new management model requires, first of all, a
regulatory institution of the institute of port authority - the Seaport Administration,
as well as the use of new forms of public-private partnership at sea terminals in the
form of leases and concessions, for which the author proposed changes to the main
regulatory legal acts. The key tasks of the process of improving the state
management of the activities of seaports of Kazakhstan are also identified.

       We believe that the recommended model for managing seaports will create
equal conditions for ships to access the infrastructure of seaports and at the same
time a competitive environment for key players - terminal operators and merchant
ships.
