ABSTRACT
to the dissertation work on the topic В«Management of innovative development
urbanized territories in the Republic of KazakhstanВ» for a doctoral student of the
specialty «6D051000 – State and local government» of the Academy of Public
Administration under the President of the Republic of Kazakhstan

Significance of the research topic. Urbanization is the most important
indicator of the evolution of society and the world economy. In the past few decades,
urbanization has become a significant factor that largely determines the dynamics of
the entire global system. By 2050, it is projected that two-thirds of the world's
inhabitants will live in cities and about 80% of global GDP will be generated by
cities. There is a direct link between urbanization and innovative development, since
it is in cities that breakthrough innovative projects are mainly created, the latest
technologies and creative industries appear.
The relevance of the management of innovative development of cities and
urban agglomerations is evidenced by the widespread adoption in this area of both
international strategic documents (such as the UN Sustainable Development Goals –
SDG 9 and SDG 11) and at the national level (for example, in the Strategic
Development Plan of Kazakhstan until 2025).
The high level of urbanization has a positive effect on the growth of the
country's economy. At the same time, the lack of a comprehensive urbanization
policy increases the risk of negative externalities from local concentration of
resources. On the one hand, cities are becoming В«growth pointsВ» with a multiplier
effect on regional development. On the other hand, the accumulation of huge labor,
financial and production resources in relatively limited spaces increases the
disproportions in the socio-economic development of the region.
It is necessary to focus on the qualitative aspects of urbanization. In the
Address to the people of Kazakhstan В«Constructive public dialogue is the basis of
stability and prosperity in KazakhstanВ» by the Head of State K.-J. Tokayev
emphasized the importance of urbanization of the country and the task is to ensure
the controllability of this process. Urbanization and innovative urban development
need to be scientifically managed in order to maintain the economic balance of the
country’s regions.
At the same time, the existing system of urban development management
lacks the necessary tools and incentives to ensure sustainable and socially oriented
development of this type of settlements. The example of Kazakhstan illustrates the
concentration of labor resources and economic activity only in large cities, while in
small and medium-sized cities there is a decline.
All this determines the conduct of scientific research focused on finding
effective mechanisms and methods of management, starting with an assessment of
the structural composition of urbanized territories and ending with the development
of a new approach to managing their innovative development. The lack of
scientifically based recommendations on the formation of urbanization policy and
the mechanism for assessing its implementation determined the main aspects of this
study.
