ABSTRACT
 to the dissertation of the doctoral student of the Academy of Public
 Administration under the President of the Republic of Kazakhstan Nurkey
 Aisulu on the topic «The Impact of New Technologies on Civil Society’s
 Struggle against Corruption in KazakhstanВ» submitted for the degree of
 doctor in the profile in the speciality В«6D050600 - EconomicsВ»

       Relevance and problem of the topic of dissertation research. In 2022,
President of Kazakhstan Kassym-Jomart Tokayev signed a decree approving the
Concept of the Republic's anti-corruption policy for 2022-2026.

       One of the main problems of the country in the concept is called "petty"
corruption caused by the interaction of citizens and entrepreneurs with
representatives of state bodies and organizations in everyday life - facts of bribery
account for more than 50% in the structure of corruption crimes.

       In recent years, many countries have turned to information and
communication technologies (ICT) to modernize business processes in public
administration, improve efficiency and improve public service delivery. As world
practice shows, ICT reduces corruption by increasing transparency, opening
government data to the public and automating government administration.

       The relevance of the topic of this study is because the role of ICT in the fight
against corruption in key government processes, such as procurement, taxation,
human resource management, open data and service provision, has not been
sufficiently studied in the literature.

       In addition, according to the United Nations Office on Drugs and Crime in
2005, foreign investors investing in a relatively corrupt country may face a 20
percent increase in business costs due to corruption.

       Therefore, any reduction in corruption can increase economic efficiency, free
up resources for government programs, and improve the quality of life of citizens.

       The relevance of the dissertation is to improve the effectiveness of previously
adopted anti-corruption mechanisms in Kazakhstan.

       Nowadays, ICT can be actively used to ensure integrity in the provision of
public services, in strengthening the system of public accountability, public
procurement and public financial management.

       The degree of research elaboration of the problem. Analysis of literary
sources showed that several areas of research can be distinguished. In particular,
there are articles devoted to the analysis of social networks and ICT for social
mobilization and empowerment of citizens.

       The second direction is the study of ICT tools for transparency and
accountability. Thirdly, this is a general overview of the role and impact of ICT in
the fight against corruption.

       Among the publications of foreign authors, one can single out articles that
examine the role of ICT and the state in the fight against corruption in key
government processes. These are processes such as procurement, taxation, human
resource management, open data, and service delivery. Quite a few articles explore
the potential of ICTs and social media to mobilize and empower citizens.
