Assemgul on the topic В« The role of public diplomacy in promoting the foreign
policy interests of the RK at the modern stageВ» submitted for the degree of
doctor in the specialty «6D020200 – International Relations»

       The relevance of the dissertation research is determined, on the one hand,
by the natural need of the Republic of Kazakhstan to form and maintain a positive
image in the global community, especially taking into account the current trends
towards the digitalization of state administration and the growth of public
involvement in the process of making managerial decisions, and on the other hand,
by the fact that diplomacy has proven itself to be one of the effective tools in this
matter.

       At the same time, public diplomacy draws attention as one of the promising
areas in this area, which focuses on establishing contacts with foreign countries at
the population level, including through IT, social networks, and the media.

       It is important to emphasize that public diplomacy opens up a wide range of
opportunities to influence a foreign audience without the use of forceful methods
and aggressive propaganda, which often cause a negative attitude towards this
political regime and state.

       It should be noted that in the era of active development of the information
society, the implementation of public diplomacy can become an important element
in conveying the position of the state to a foreign audience, creating platforms for
its discussion and determining a mutually beneficial solution, as well as an effective
tool for solving domestic foreign policy tasks in the international arena.

       It should also be emphasized that public diplomacy meets the tasks outlined
in the Foreign Policy Concept of the Republic of Kazakhstan for 2020-2030 and
includes such aspects as expanding the use of В«humanitarianВ» diplomacy, image
work and popularization of Kazakh history and culture on an international scale, as
well as the introduction of advanced tools and technologies in the foreign policy
sphere, including IT, interaction with the non-governmental sector, etc.

       In connection with the foregoing, we can conclude that in the framework of a
dialogue with internal and external audiences, it is important to develop public
diplomacy and its constituent elements.

       Scientific research in the field of the formation and development of
Kazakhstani public diplomacy is becoming especially relevant.

       As a result of the study, it is noted that such outstanding representatives of the
Kazakh culture of the second half of the 19th century as Shokan Ualikhanov, Abay
Kunanbaev, Shakarim Kudaiberdiev and many others played a crucial role in
promoting the values and traditions of the Kazakh people, which proves the
existence of prerequisites for the development of public diplomacy.
