ABSTRACT
to the dissertation work of a doctoral student of the Academy of Public
Administration under the President of the Republic of Kazakhstan Akhmetbek
Yerlan Yerkebulanuly on the topic “Opportunities and prospects for the use of
“Blockchain” technology in the activities of the judicial authorities of the Republic
of Kazakhstan”, submitted for the degree of doctor in the profile of the
educational program “8D04113 - Public Administration”

      The relevance of the research is due to the rapid development and penetration
of new digital technologies in almost all spheres of human activity. In fact, the digital
transformation of all spheres of the economy is currently taking place in the world.
New digital trends, innovative markets, goods and services are emerging, which force
economic entities to compete with each other. So at present, new so-called disruptive
(breakthrough) technologies (derived from the English word "disruptive") have begun
to enter the world arena, which quickly penetrate into our lives and are qualitatively
ahead of existing technologies, thereby making existing technologies obsolete and
uncompetitive [3, p.16]. These include such technologies as “Big Data”, “Artificial
Intelligence”, “Blockchain”, which can quickly transform not only the economy as a
whole, but also the traditional methods of work of government agencies.

      Among these innovations, the blockchain technology has recently become
increasingly popular in the world, which, thanks to its technological properties, has
begun to be widely used in various spheres of socio–economic life of society.

      It is with the blockchain technology that the expert community connects the most
global breakthroughs in the system of public administration. This is due to the fact that
the introduction of blockchain technology will allow the state apparatus to create new
relationships with the population based on trust and transparency, which is very
important for public administration.

      The world-famous economist Klaus Schwab notes about the advantages of this
technology and about achieving 10% of the world gross product by 2025 using
blockchain technology in his book “The Fourth Industrial Revolution” [4, p.123].

      Major international consulting agencies and organizations also positively note the
prospects for the development of blockchain technology. So, according to the report of
the well-known consulting company Gartner, today the blockchain technology is
among the top 10 strategic technological trends in the world and by 2025 it will be
ready for mass implementation with a total amount of investment in blockchain
projects of 3.1 trillion US dollars [5].

      The European Commission published a report entitled "Blockchain today and
tomorrow", where it also assessed the benefits and value of this technology and notes
a large influx of investment in its development [6, p.5].

      Kazakhstan also attaches great importance to the introduction of new digital
technologies into the country's economy. The head of State Tokayev K-J in his
Message to the people of Kazakhstan dated September 2, 2019, instructed the
Government to adapt the country's legislation to new digital technologies, including
blockchain technology [8].
