Transformational leadership in a changing world

The Academy of Public Administration under the President of the Republic of Kazakhstan held a seminar

“Transformational Leadership in a Changing World” with the participation of representatives of the Presidential Administration, executive secretaries of the Central government agencies, heads of regional, Astana, Almaty and Shymkent administrations.

At the opening session of the session, the Head of the Presidential Administration – A. Issekeshev delivered a motivational lecture, noting that in the Message to the nation “Growing welfare of Kazakh citizens: increase in income and quality of life”, Head of State N. Nazarbayev set the task of drastically improving the performance of state bodies at all levels on the way of forming a state apparatus oriented to the needs and well-being of the nation.

During the speech, the Head of the Presidential Administration shared his vision of the necessary transformations, pointing out the importance of a clear goal-setting, the introduction of a new system for assessing the progress of reforms, the transition from strategic planning to strategic management with the introduction of a project approach in public administration.

The Chairman of the Accounts Committee for control over Execution of the Republican Budget Ms. Natalya Godunova, the Deputy Chairman of the Agency for Public Service Affairs and Anti-Corruption Ms. Aigul Shaimova, the Rector of the Academy of Public Administration Ms. Fatima Zhakypova, the Chairman of the Management Committee of the Regional Hub of Civil Service in Astana Mr. Alikhan Baymenov, the Director of the Korn Ferry Hay Group (USA) Mr. T. Larionov Associate Director of Meinhardt Group (Singapore) Mr. Kevin Chong also delivered speeches within the framework of the event.

In addition, the Deputy Chairman of JSC “Zerde” Ms. Zhanat Zhakhmetova spoke on the topic “How can Digitalization Change the Activity of the Government Agency?”, where she talked about modern technologies used in the activities of government agencies. Within the framework of the training, presented are information technology solutions of different ІT companies.

During the second day of the seminar, the training participants held interactive discussions on Scrum and Agile methodologies, organizational development, interaction with citizens and developed proposals on public administration transformation.
