Scientific and practical conference in Ashgabat

On September 13th, 2018 delegation of the Academy of Public Administration under the President of the Republic of Kazakhstan (hereinafter – APA) lead by the Rector of the Academy Fatima Zhakypova and Deputy Head of the Center for Applied Research and International Partnerships Aibek Sagynayev participated in the scientific and practical conference in Ashgabat dedicated to the 10th anniversary of the Academy of Civil Service President of Turkmenistan (hereinafter – ACS).

Heads of ministries and departments, higher educational institutions, mass media of Turkmenistan, international experts from the Republic of Kazakhstan, the Republic of Belarus, representatives of UNDP, the EU office of Turkmenistan, the OSCE center in Ashgabat and other international organizations took part in the conference.

At the conference, the APA rector made a welcoming speech, during which the experience of the Republic of Kazakhstan on the professional state apparatus formation and civil service reforms were briefly presented.

In addition, Zhakypova Fatima also made a presentation on “The experience of the Republic of Kazakhstan in training civil servants: current trends and national experience” addressing the ACS faculty and students at a separate meeting.  During the meeting, Turkmen colleagues showed interest in the issues of Kazakhstan’s experience in the development of the civil service, in particular, the formation of apparatus A and B, tools for motivating the work of civil servants, and the system of labor remuneration. It was noted that a high level of moral and legal culture of civil servants is an attribute of a civilized democratic state. One of the forms of civil awareness is legal education, the system of retraining and advanced training of civil servants with an emphasis on the anti-corruption component.

Following the results of joint discussions, colleagues from the ACS expressed the intension to sign a Memorandum of Cooperation with APA. Currently, the project of the Memorandum is coordinated by the Turkmen side.
