ACADEMY TOOK PART IN THE II FORUM OF GOVERNMENT EDUCATIONAL ORGANIZATIONS

The Academy of Public Administration under the President of the Republic of Tajikistan, with the support of GIZ (German Society for International Cooperation) organized the II Forum-Dialogue on International Cooperation of the Academies of Public Administration of Central Asia, the South Caucasus and Eastern Europe on November 18-19, 2021.
The representatives of academies and schools of public administration from Kazakhstan, Tajikistan, Kyrgyzstan, Uzbekistan, Georgia and Ukraine participated to this forum.
Members of delegation of the forum from the Academy were Rector Yerlan Abil, Director of the Institute of professional development Margarita Kadyrova, Acting Head of the Center for Anti-Corruption Research and Compliance Bolat Aytimov and leading expert of the Center for Applied Research and International Partnership Dinara Zhulkubayeva.
In his welcoming speech, Yerlan Abil thanked the organizers for the invitation, noting the importance of cooperation with related academies and schools of public administration.
At the Forum, the participants were divided into four working groups.
Yerlan Abil, together with the heads of other academies and schools of public administration, took part in the working group «Strategic management of administrative academies», where he spoke about the activities of the Academy, dwelt in detail on the tasks of implementing the Concept for the development of public administration, answered questions on the professionalization of the state apparatus and political reforms in Kazakhstan.
Margarita Kadyrova took part in two working groups: «Administrative and procedural law» and «Local self-government». In the first, the participants raised the issues of the effectiveness of training modules on administrative law for civil servants, the search for opportunities for cooperation and exchange of experience. In the second group, the features of the development of local self-government, training modules for the development of the competences of the heads of local government were presented. Finally, participants decided to develop joint educational programs and trainers. In the working group «Ethics of Civil Service» with the participation of Bolat Aitimov, problems of compliance with ethical norms and cases of violation of ethical norms by civil servants were discussed.
As a result of the Forum, it was decided to continue cooperation in working groups.
