American Society for Public Administration (ASPA) International Conference

The Academy of Public Administration under the President of the Republic of Kazakhstan took part in the international conference of the American Society for Public Administration (ASPA) from March 18 to March 22 in Jacksonville (USA). This conference annually brings together recognized scientists, experts from all over the world to discuss topical issues and challenges in the field of public administration. The theme of this year’s conference was «Democracy under Threat: The Future of Equality in a Post-COVID world».

As part of the conference, Rector of the Academy Yerlan Abil spoke at a panel session on the transformation of the public administration system in the post-Soviet countries, and shared the key results achieved by the country over the past 30 years. He outlined the challenges that the civil service of Kazakhstan is facing today as well. In turn, colleagues from Azerbaijan, Georgia, Latvia and Kyrgyzstan also shared their experience in developing the public administration system and recommendations for increasing the capacity and efficiency of the civil service.

Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub, and William Shields, Executive Director of ASPA (USA), delivered a welcoming speech at the session.

Well-known experts and professors also took part in the discussions, such as Professor Chester A. Newland, Member of the National Academy of Public Administration (USA), James Perry, Distinguished Professor Emeritus, Chancellor’s Professor of Public and Environmental Affairs Emeritus, Paul H. O’Neill School of Public and Environmental Affairs, Indiana University, Bloomington (USA), Dr. Christine Leitner, Senior Advisor and co-founder of the Centre for Economics and Public Administration (UK/Austria), Gulmira Raisova, President of the Coordinating Council «Association of HR -managers» (Kazakhstan).

A significant event of the conference was also the presentation of the award of the professional community in the field of public administration by ASPA to Alikhan Baimenov and the Regional Hub in the field of civil service.

Rector of the Academy Yerlan Abil took part in the presentation of the book «Public Service Evolution in the 15 Post-Soviet countries. Diversity in Transformation» at the Permanent Mission of the Republic of Kazakhstan to the UN on 24th March. The book was published under the editorship of Alikhan Baimenov, Chairman of the Steering Committee of the Astana Civil Service Hub, and Panos Liverakos, an international expert in the field of knowledge management.
