The Academy continues to select ideas for further implementation of specific projects in order to improve the system of public administration.
On the fourth Friday brainstorming “Memlekettik qyzmet: quick wins” the following projects were of particular interest: creating a register of bona fide potential suppliers in public procurement, Open Data.kz, a chain of staff etc.
It has become traditional that brainstorming is held online on the Academy’s YouTube channel every Friday at 5:30 pm. You could find the recording on the channel (playlist – Ideas Factory).
The idea of creating a registry was suggested by the Master student of the National School of Public Policy of the Academy. According to her, the creation of the registry is focused on increasing the transparency of public procurement and the exclusion of the human factor. The ultimate goal is to ensure the principle of high-quality execution of the state order by pre-screening potential suppliers and those that have proven themselves to fulfill previous orders.
The Master students of the Academy’s Management Institute offered to create an information and resource platform with open access to the research work of all interested Open Data.kz, because government agencies annually order research that remains unclaimed. There is no interest in their maximum use and the research results remain unavailable for use by the third parties.
It was also proposed to create a chain of staff. According to the author of the idea, the Singapore’s state service uses talent management tools. From this point of view, the most adaptive educational program for the civil service of Kazakhstan is the specialty “State and local government”, which is trained in 56 universities of the country. The development of methodological recommendations on educational modules in this program can be undertaken by the Academy. The principles of dual education should be included in educational modules as in the case of Singapore experience.
Questions and specific proposals voiced by the participants of the brainstorming will be transferred to the Agency for Civil Service Affairs and Anti-Corruption for further development and their implementation.
Along with this, the Academy proposes to create a team of “quick wins” among the initiative civil servants who want to make progressive changes in civil service. Proposal of effective recommendations for immediate resolution and quick implementation (within 7, 15, 30, 60, 90 days) is welcome.
We invite everyone to stimulate innovation and cooperation within the framework of the new brainstorming format – “Memlekettik qyzmet: quick wins” Ideas Factory at the Academy with the participation of state bodies in the open dialogue format.
