The Academy of Public Administration under the President of Kazakhstan hosted a lecture of the Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Ambassador Kairat Sarybay “CICA: Current Activities and Prospects.”
Students and the faculty of the Academy had a unique opportunity to delve into the history of CICA, its progressive development from an idea to an effective platform for security dialogue and cooperation in the Asian region.
The Secretary General elaborated on the major development milestones of the CICA process and the Organization’s key activities in the five dimensions of interaction.
Ambassador Sarybay placed special emphasis on the activity of CICA institutions in 2021-2022 – the Business Council, Youth Council, and Think Tank Forum.
The Secretary General focused on the key achievement of the Kazakhstan Chairmanship – the historic decision of the sixth anniversary CICA Summit held last October in Astana to transform the Conference into a full-fledged international regional organization – and shared the priorities of the Kazakh Chairmanship for the next two years.
In this context, Ambassador Sarybay highlighted the initiatives of the Head of State Kassym-Jomart Tokayev presented during the CICA Summit to establish the Council for Sustainable Connectivity, transform the CICA Finance Summit into a permanent platform, hold the High-Level Conference on Environmental Issues in CICA countries in Astana in 2024, hold the Rally of Leaders of the Volunteer Movements of the CICA countries under the auspices of the Youth Council in 2024, and create a partnership network of leading universities of the CICA Member States.
Following the lecture, Kairat Sarybay answered questions from the audience, wished it further success, and gifted the compilation of fundamental CICA documents to the Academy’s library.
The Rector of the Academy Dr. Yerlan Abil and Director of the Institute of Diplomacy Ambassador Alexei Volkov, in turn, thanked the Secretary General for the fruitful meeting and an important contribution to the education of the younger generation, as well as expressed hope for further interaction between the CICA Secretariat and the Institute of Diplomacy.
On December 2-3, the winners of the III National Competition “Qazaqstan Project Management Awards – 2022” were determined at the Academy of Public Administration under the President of the Republic of Kazakhstan. Executive Office of the President of the Republic of Kazakhstan, Agency of the Republic of Kazakhstan for Civil Service Affairs, “Baiterek” National Management Holding” JSC, the Ministry of National Economy of the Republic of Kazakhstan, “Union of Project Managers of the Republic of Kazakhstan” ALE and Academy of Public Administration under the President of the Republic of Kazakhstan were organizers of the competition.
The main purpose of the competition is to support government agencies and other organizations that actively implement and apply project management methods and tools in their activities.
The importance of project management has now increased as noted by Paul Bradley, leading project management methodology coach of the PRINCE2 courses that: “I’m delighted to join you and be part of the annual Qazaqstan Project Management Awards 2022. Similar to recent years this last year it’s been a challenge for all project professionals with constraints on budgets, recourses and time. The global skill shortage continues to give us all problems as well. When we looking at putting vibe people in a vibe vows. But of course, with every challenge comes an opportunity. Never before, has the focus on project management been more important. In this challenging road we looked to manage in more efficient ways using different approaches.”
Sayasat Nurbek, Minister of Science and Higher Education of the Republic of Kazakhstan: “There are systemic changes in the state apparatus work now in Kazakhstan, modernization of the activities of state bodies. As noted by Warren Bennis – one of the founders of the modern theory of leadership and change management – the manager does things right, and the leader does the right thing. Now a state manager should be both a leader and a manager. Design and management qualities help to solve important issues in the state”.
Reinhard Wagner, Chairman of the IPMA Council, the former President of IPMA 2015-2017, congratulated the winners of the national competition: ” Let me congratulate you to making the Qazaqstan Project Management Awards 2022″. It is not only a great moment for all the finalists but also a celebration of project management achievements in your country.
It certainly helps to show case excellent projects, product managers and project offices.”
The QazPMA National Competition became the winner at the IPMA Global Project Excellence Awards in 2021 and received gold, which indicates the recognition by the international expert community of Kazakhstan’s experience in implementing project management. Evaluation reports of the contestants were conducted by professional assessors in the field of project management. The jury members composed of senior public officials, representatives of professional communities, Kazakhstan and international experts, determined the winners of the competition in the context of nominations.

The Academy of Public Administration under the President of the Republic of Kazakhstan took part in the international conference of the American Society for Public Administration (ASPA) from March 18 to March 22 in Jacksonville (USA). This conference annually brings together recognized scientists, experts from all over the world to discuss topical issues and challenges in the field of public administration. The theme of this year’s conference was «Democracy under Threat: The Future of Equality in a Post-COVID world».
Today, Rector of the Academy Yerlan Abil spoke at the Central Communications Service on the topic «Obout start of accepting documents for admission to the Academy of Public Administration under the President of the Republic of Kazakhstan».
The Academy intends, together with the public association «Kadir-kasiyet», to implement a project to attract women to public administration and prevent bullying among children.
At the meeting, the rector of the Academy Yerlan Abil and the director of the PA «Kadir-Kasiet» Madina Akhmetova discussed the implementation of this project and signed a Memorandum.
Today Rector of the Academy Yerlan Abil met with the Ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to the Republic of Kazakhstan Toomas Tirs. The Chairman of the NGO “Diplomatic Club “Astana” Kaiyrbolat Sakhmetov, the chief consultant of the Agency for Civil Service Affairs of the Republic of Kazakhstan Meiirman Gubaydullaev, the head of the international partnership sector Zhanyl Bekmurzaeva participated to the meeting.

Non-governmental organization "Independent Agency for Quality Assurance in Education" (IQAA) was established in 2008 and is the first Kazakhstan non-profit non-governmental organization in the field of quality assessment of educational organizations and educational programs.
IQAA is an organization acting and recognized not only at the national level, but also at the international level. The Agency works on the development of new ideas and forms for quality assurance in educational institutions, focused on results with a professional and creative team of employees.
European Association for Public Administration Accreditation
“promotes the quality of European academic level public administration programmes by developing appropriate accreditation standards for such programmes through its Accreditation Committee” Since 1999 the European Association for Public Administration Accreditation (EAPAA) has helped European public administration programmes to improve and assure their quality through accreditation. EAPAA is the only quality assurance authority in Public Administration which is active throughout Europe. It has by now accredited more than 70 programmes across the continent, including most leading institutes in the field.

30.04.2017 - The Academy of Public Administration under the President of the Republic of Kazakhstan and the Emirates Diplomatic Academy signed a Memorandum of Cooperation aimed at exchanging information, research, studies and knowledge within its field of expertise and taking into account the interests of each Party, as well as coordination and cooperation in training programs, communication, initiatives and activities.
11.10.2022 - Академия государственного управления при Президенте РК и Культурное сотрудничество Vrije Universiteit Brussel подписали Меморандум по обмену и сотрудничеству в области исследований и образования. Важными направлениями сотрудничества, это - обмен профессорами, исследователями, техническим и административным персоналом и студентами, которые могут осуществляться на долгосрочной и краткосрочной основе.
11.10.2022 - The Academy of Public Administration under the President of the Republic of Kazakhstan and Cultural Cooperation Vrije Universiteit Brussel signed a Memorandum of Exchange and Cooperation in the field of research and education. Important areas of cooperation are the exchange of professors, researchers, technical and administrative staff and students, which can be carried out on a long-term and short-term basis.

2017 - Academy of Public Administration under the President of the Republic of Kazakhstan and New York University signed a Memorandum on professional development of civil servants. The purpose of cooperation is based on joint research in the field of public administration, public policy and public service, international relations, project management, and anti-corruption and in the organization of joint activities.
8.06.2022 - Академия государственного управления при Президенте РК и Офис по управлению человеческими ресурсами при Президенте Турецкой Республики подписали Меморандум о сотрудничестве. Главными направления сотрудничества — это обмен печатными и наглядными материалами по обучению персонала, повышению квалификации, оценке персонала и обмен знаниями и опытом в области подготовки кадров, повышения квалификации, оценки персонала.
8.06.2022 - The Academy of Public Administration under the President of the Republic of Kazakhstan and the Human Resources Management Office under the President of the Republic of Turkey signed a Memorandum of Cooperation. The main areas of cooperation are the exchange of printed and visual materials on personnel training, professional development, personnel assessment and exchange of knowledge and experience in the field of personnel training, professional development, personnel assessment.
