Cooperation of the Academy with Hanns Seidel Foundation

The Academy of Public Administration under the President of the Republic of Kazakhstan (Academy) has been cooperating with the Hanns Seidel Foundation (FRG) since 2009. The purpose of the Memorandum of Cooperation is a partnership in the formation of a highly professional civil service potential in the countries of Central Asia.

One of the important forms of cooperation is the training of specialists on the Master’s programs on the basis of the Academy for the regional governing bodies of Kazakhstan, Kyrgyzstan, Tajikistan. Annually, the Foundation, within the framework of the financial work plan of the parties, allocates grants for civil servants of the above countries to study at the Academy. The Academy contributes to the development and implementation of the educational program. To date, 104 civil servants have received a Master’s degree in regional management within the framework of cooperation between the Academy and the Foundation, 53 of them are foreign civil servants, while 10 civil servants have entered the Academy this academic year.

The Foundation annually sends three distinguished graduates of the joint program and the three most prominent academics of the program to an internship in Germany (the Bavarian School of Public Administration). The traditional contribution of the Foundation to the curriculum of graduates was the holding of annual trainings with the invitation of experts from Germany.

In addition, funds are provided to encourage research and scientific work of the Academy staff.

The Head of the Hanns Seidel Foundation representation in Central Asia, Dr. Max Meyer, is a member of the Admission Committee of the Academy.

Deputy Head of the Hanns Seidel Foundation representation in Central Asia – K. Sydykbekov paid a visit to the Academy in October this year, during which the parties agreed to include government officials of Uzbekistan in the category of potential recipients of a joint grant programme to study at the Academy from the 2018-2019 academic year.

The formation of a pool of civil servants, trained in compliance with Kazakhstani standards of education in the field of public administration, is a contribution of the Academy to strengthening the atmosphere of cooperation, good neighborliness and security in Central Asia. Strengthening of the personnel potential of the regions of Kazakhstan is also the prerogative of the work of the Academy.
