Participation at the International Conference “State personnel policy in the context of reforming the civil service system: foreign practice and Uzbekistan’s experience”

On November 3-4, 2017 Rector of the Academy Fatima Zhakypova and Deputy Head of the Center for International Partnership Aibek Sagynayev participated at International Conference “State personnel policy in the context of reforming the civil service system: foreign practice and Uzbekistan’s experience”

The conference was organized by the Academy of Public Administration under the President of the Republic of Uzbekistan jointly with UNDP and with the assistance of the British Embassy in Uzbekistan. Heads of ministries and departments, higher educational institutions of Uzbekistan, experts from the Russian Federation, Singapore, the Republic of Korea, the Republic of Kazakhstan, the Kyrgyz Republic, UNDP, the OSCE office in Uzbekistan, KOICA and other international organizations attended the conference.

The main purpose of the conference was to discuss projected laws on the “Public service of the Republic of Uzbekistan” and on the “Public-private partnership” (outlined in the Strategy for the five priority areas of development of the Republic of Uzbekistan), as well as to scrutinize advanced foreign experience in the training and selection of highly qualified personnel for public administration.

Speaking at the plenary session of the conference, Fatima Zhakypova noted that “in the context of globalization, selection of high intellectual personnel contributes to the consistent implementation of technical and technological modernization programs in the public management system. Particular attention should be paid to such important issues as training and retraining of public service employees capable of enacting large-scale programs and concepts developed by the heads of state. “

Furthermore, Rector of the Academy Fatima Zhakypova leaded as a moderator the first section of the conference, namely “The status and main directions of improving the legislative basis of the civil service”, where the Concept of Administrative Reform in the Republic of Uzbekistan with its legal and legislative affairs were discussed.

Based on the results of the conference and taking into consideration international experience, recommendations on further improvements in the system of public service and state personnel policy in the Republic of Uzbekistan will be adopted.
