  • Project objective: To develop a methodology for assessing the maturity of project offices of government agencies, which will include two components – (1) a maturity model of project offices (strategic tool) and (2) recommendations for its practical application. The use of the tool will allow project offices to analyze the current maturity and draw up a roadmap for the transition to higher levels of maturity, which will lead to positive changes, an increase in the share of successfully implemented government projects, and the overall effectiveness of organizational project management.
  • Relevance: The scientific and technical effect of the project implementation will be achieved since the developed model of maturity of project offices will expand the existing very limited world base of methodologies of organizational project management. Also, this model is unique in that it will be developed taking into account the specifics of project management in the public sector.
  • Description: A methodology for assessing the maturity of project offices will be developed, taking into account the specifics of the project organizational structure of government agencies. The comprehensive maturity model will serve as a practical tool for project offices to assess their maturity and identify the requirements for achieving the next stages of maturity.
  • Result: Bringing project offices of government agencies to the highest level of maturity, allowing them to systematically improve their activities, which will lead to an increase in the proportion of successfully implemented government projects and the overall effectiveness of organizational project management in the long term

Project objective: Development of recommendations for modernizing the activities of public councils in the Republic of Kazakhstan and Central Asian countries in the context of increasing their role in ensuring transparency and accountability of government bodies

Relevance: This will be the first comparative study in the international scientific literature on the activities of public councils in Central Asia. This study will examine in a comparative analysis the role and functions of public councils in the countries of the region, identify barriers and challenges to their development, and provide positive examples of citizen participation in the formation of public policy through public councils. Together with public councils under central government agencies in Kazakhstan, the project will cover public councils under quasi-governmental organizations, which represents a knowledge gap both in the scientific literature and for the Kazakh public.

Description: The key idea of ​​the project is to conduct an analysis of the activities of public councils in the Republic of Kazakhstan and Central Asian countries, with the aim of introducing a scientific approach to the process of improving this institution of public control.

Result: – Preparation and publication of a report on a comparative analysis of the activities of public councils in the Central Asian countries (Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan) with recommendations for improving their activities and dissemination of the report among public councils, authorized bodies, and civil society in the Central Asian countries.

– Preparation and publication of a new training course, “Open Government in Central Asia”, based on the research materials, which will be included in the curriculum of the Academy of Public Administration under the President of the Republic of Kazakhstan and its regional branches. This training course will be distributed among the Academies of Public Administration under the President of Kyrgyzstan, Uzbekistan, Tajikistan, to improve the knowledge and competencies of civil servants.

Project objective: Research on modern concepts of human resource management in the civil service.

Relevance: solving the problems will be important in ensuring effective human resources management and personnel development in the public sector. The development of a comprehensive human-centric model and scientific and methodological substantiation of the human resources management system of government agencies based on an ecosystem approach with the creation of a prototype digital platform will allow for attracting, developing, and retaining highly qualified specialists, which in turn will contribute to increasing the efficiency of government agencies and achieving the strategic development goals of the country.

Description: In order to improve the quality of the personnel composition of civil servants, the development of a certification and educational program is envisaged. Having received the necessary practice-oriented volume of knowledge about the activities of government agencies, university graduates, being already motivated candidates, will be able to join the ranks of specialized government agencies. Certification programs for employees of HR services will ensure reorientation and work on strategic initiatives.

Result: As a result of the project implementation, a model of human resources management in the civil service will be developed and tested based on an ecosystem approach with a prototype of a big data management methodology for making effective personnel decisions in the civil service based on an information platform.
