THE RESULT OF COOPERATION

During the Astana Civil Service Hub’s Annual Conference on «Public Service Development and cooperation» the Academy together with UNDESA organized a dialogue platform on «Changes in public administration reforms to achieve the Sustainable Development Goals: Imperatives and lessons of the Covid-19 pandemic».

In the dialogue platform showed the results of the ongoing pandemic and discussed appropriate policy options, strategies and approaches that can help counter the catastrophic impact of COVID-19 and successfully continue the 2030 Agenda.

Thus, the goal of the second day of the conference was dedicated to raising awareness of the participants about the risks and challenges posed by the pandemic for government institutions and the implementation of the Agenda for the achievement of the SDGs. The experts shared their views on how to solve emerging problems such as:

– transparency and accountability;

– access to information and weakening of guarantees;

– fairness in the provision of services;

– respect for diversity and human rights;

– violation of good faith, fraud and corruption.

Yerlan Abil, rector of the Academy, in his welcoming speech, touched upon several actual issues on the professionalization of the state apparatus, and he also noted that work is currently gone to transform public administration using a project-based approach to achieve sustainable development. During the conference experts from UCS, UNDESA, IEI and the Academy made presentations. In an era of uncertainty, it is necessary to develop critical and systemic thinking of civil servants, creativity and adaptability, communication and stress resistance, teach methods of analyzing big data, and instill the skills of making managerial decisions in the face of change. Moreover, experts from UCS, UNDESA, IEI and the Academy noticed that effectiveness of civil institutions to reach the Sustainable Development Goals impossible without implementation of SDGs budgeting principles.

Aigul Kosherbayeva, member of CEPA, Vice-Rector of the Academy, continuing the topics of the speakers, presented the principles of good public administration for sustainable development, where it is necessary to adhere principles such as from performance to potential, from coordinating actions to a coordinated vision, from management to leadership.
