ABSTRACT
to the dissertation of Abenova Aisulu Sultanovna, doctoral candidate
of the Academy of Public Administration under the President of the
Republic of Kazakhstan, on topic Modern technologies of Public opinion
management in the Republic of Kazakhstan that submitted for a doctorate
degree in the speciality “6D051000 - Public and local administration”
The relevance of the topic. In the modern time of globalization and the
appearance of artificial intelligence people are observing new worldwide
restrictions in developing informational society. According to that, in socio-
humanitarian sciences such as philosophy, political science, sociology and
cultural studies an important role is playing phenomen of public opinion as a
factor that influences almost the overall situation in the world.
New technologies are creating unusual ways and processes for
governmental policy in accordance with the public subconscious. In the
governmental system one of the main goals is to develop public opinion and
strengthen democracy in the correct way. “Overall public administration is far
away from nowadays rules” - Tokaev K.K.
Thus, due to the increased role of non-governmental organizations more
than even before, in the development of lobbying activities, there exists a problem
of of public administration which is important in public relations, information
and communication regulations.
The object of the study The object of the research is modern political
technologies of public opinion management in the Republic of Kazakhstan.
The subject of the study is a comprehensive analysis of the conceptual
foundations of public opinion management in the Republic of Kazakhstan and the
development of recommendations for its improvement.
The purpose of the study is a comprehensive analysis of the conceptual
foundations of public opinion management in the Republic of Kazakhstan and the
development of recommendations for its improvement.
The solutions of the following tasks is related to the realization of goals
that highlighted below:
carry out a scientific and theoretical analysis of political management
of public opinion using new methodological foundations, systematize the main
concepts of influencing public opinion;
analyze public administration as a process of information and
communication regulation of social relations, reveal the social role of public
opinion;
analyze international experience of public opinion management;
study public opinion through the prism of public policy and analyze the
influence of social networks: Facebook, Instagram, TikTok, Threads, as well as
mass media on the formation of public opinion;
