analyze the influence of public opinion on public policy in the Republic
of Kazakhstan;
determine modern technologies, including the possibilities of artificial
intelligence in managing public opinion in the media and Internet space of the
Republic of Kazakhstan;
analyze threats associated with cyberspace, the use of artificial
intelligence by transnational media corporations such as Google, Meta, etc. the
influence of public opinion on public policy in the Republic of Kazakhstan.
Research methods. The present study is based on an analytical method that
allowed us to consider international and domestic experience in the activities of
public opinion management entities. The analysis of scientific research,
theoretical and empirical literature on political management of public opinion,
information security, the influence of social networks and mass media on the
formation of public opinion helped to summarize existing concepts, approaches
and trends in this area in the dissertation. In solving the tasks set, the author used
a systems approach, comparative and sociological methods, statistical methods
were applied to process and analyze the obtained data, the synthesis method was
applied, and the computer modeling method was applied.
The hypothesis of scientific research. The effectiveness of governmental
agencies and improving the communication with the folks straightly depends on
developing informational technologies and effective use of political technologies.
The novelty and importance of the results obtained:
1. the system of theoretical and methodological approaches to the study of
public opinion management technologies, including the use of computer
modeling, has been summarized and expanded;
2. the specifics and nature of the content of the public opinion formation
process have been identified through the prism of evolutionary changes in public
policy models, the stages and problems of the formation of the public sphere of
Kazakhstan have been studied;
3. the reasons for the effectiveness/ineffectiveness of modern political
technologies for managing and forming public opinion in the Republic of
Kazakhstan and the need to adapt them to the conditions in which they will be
used have been identified and analyzed;
4. it has been proven that the effectiveness of government agencies and
strengthening of dialogue with the population depends on the development of
information technologies and the correct use of political technologies;
5. it has been proven that digital technologies are radically changing
traditional tools for manipulating public opinion, and managing the masses with
the help of artificial intelligence has become a global trend;
6. specific recommendations have been proposed in the field of improving
political technologies for managing public opinion and ensuring the information
sovereignty of the Republic of Kazakhstan.
