ABSTRACT
Dissertation for the degree of Doctor of Public Administration in educational
program «8D04113- Public Administration» by Saltanat Ayubayeva,
Academy of Public Administration under the President of the Republic of
Kazakhstan, topic: «Management of the organizational reputation of the state
apparatus»
The relevance of the research topic of the dissertation stems from the policy
pursued in Kazakhstan to build a professional state apparatus, attract highly
qualified personnel to the civil service, strengthen public confidence, improve the
image of state organizations. All of the above is inextricably linked with the issue
of improving the organizational reputation of the state apparatus.
The manifestation of attention to organizational reputation is noticeable not
only in the production of scientific knowledge, but also in the practice of public
administration. Understanding how the organizational reputation of an organization
is formed, developed, evaluated and strengthened is fundamental to understanding
the importance of public administration in a modern democracy.
This concept assumes that the attitude of various stakeholders to state
organizations directly depends on their point of view as to what tasks state
organizations can and cannot effectively perform. Thus, it can be argued that the
reputation of a state organization is characterized by an opinion about the
organization formed over a long period of time, which is held by its stakeholders
(population, service recipients, mass media, political experts, etc.).
The degree of scientific development of the research topic. In recent years,
the formation of reputation management processes has aroused wide interest, both
from practitioners and scientists, taking into account its application in the public
sector. Regardless of the fact that there are a number of publications in the field of
reputation management in the public sector, at the moment there is no systematic
approach to study this area.
In modern conditions of global challenges, there is a need to strengthen the
trust of citizens in the state apparatus and the formation of an effective strategy for
managing the reputation of state organizations, which should serve as an impetus
for researchers and practitioners to study the issues of reputation formation in
public sector management.
The object of the study is the organizational reputation of the central
government bodies of the Republic of Kazakhstan.
The subject of the study is the formation, evaluation and analysis of the
organizational reputation of the central government bodies of the Republic of
Kazakhstan.
The purpose of the study is to develop practical recommendations for
improving the organizational reputation of the state apparatus.
