the Republic of Kazakhstan. Along with this, recommendations of a regulatory
nature are proposed that contribute to the understanding by civil servants of the
importance of maintaining a positive reputation of the state apparatus.
The theoretical significance of the work consists in the possibility of using
its results in the process of studying the theory of the formation of the reputation of
the state apparatus, as well as in the fact that these results fill in the gaps in Kazakh
science in this area.
The practical significance of the work lies in the possibility of applying the
proposed recommendations in the practice of the Agency for Civil Service Affairs
of the Republic of Kazakhstan (hereinafter – ADGS) and other domestic state
bodies, when building strategies for their development, when finalizing regulatory
legal acts in this area, as well as for the introduction of new approaches and
solutions in the field of improving the reputation of state bodies.
Approbation and implementation of the results of the dissertation
research. Some provisions and results of the study were tested in the process of
publishing scientific articles on the topic of dissertation research. The author has
published 8 articles, including:
– 1 article in a scientific publication included in the Scopus database;
– 4 articles in scientific publications recommended by the Committee for
Control in the Field of Education and Science of the Ministry of Science and
Higher Education of the Republic of Kazakhstan;
– 3 articles in the collections of international scientific conferences.
The structure and scope of the dissertation. The dissertation consists of the
content, a list of notations and abbreviations, an introduction, three chapters, a
conclusion, a list of sources used and 5 appendices. The total volume of the

dissertation is 158 pages of computer text. The list of sources used includes 192
titles. The dissertation is illustrated with 60 figures and 23 tables.
