–  to  study  various  approaches  that  define  the  concept  and  content  of  the
                  reputation of the state apparatus;
                        – to define a concept for studying the reputation of the state apparatus;
                        – to assess the  factors  influencing the organizational reputation of the  state
                  bodies of the Republic of Kazakhstan;
                        – to identify optimal models and mechanisms for managing the organizational
                  reputation of the state apparatus of the Republic of Kazakhstan;
                        – develop practical recommendations to  improve the reputation of  the state
                  apparatus.
                        The theoretical and methodological basis of the research is presented both
                  by general scientific methods that allow studying phenomena in their development
                  and taking into account the relationships that arise between them, and by private
                  scientific analytical methods (description, comparative analysis, systematic review,
                  search strategy, system analysis, etc.).
                        Using the methods of description and comparison, the domestic and foreign
                  experience of the development and management of the organizational reputation of
                  the state apparatus is analyzed. A system-analytical method was used to analyze
                  legislative acts and regulatory documents. When using the method of comparative
                  analysis  of  concepts  close  to  the  concept  of  reputation,  the  author  had  the
                  opportunity to demonstrate their differences, both at the level of definitions and in
                  terms of ways of their formation.
                        The quantitative research  method was applied  in the  form of a sociological
                  survey  of  the  population  in  order  to  determine  the  level  of  reputation  and  the
                  factors  influencing  its  formation.  The  sociological  survey  was  conducted  by
                  creating  a  survey  form  in  the  Google  Forms  application  and  sending  the

                  questionnaire via messengers. In the same way, an expert survey of civil servants
                  of the central office of the ADGS of the Republic of Kazakhstan was conducted,
                  which made it possible to form a qualitative basis for conducting basic sociological
                  research.
                        The  qualitative  part  of  this  study  makes  it  possible  to  deepen  the
                  understanding of the concept of "organizational reputation of the state apparatus"
                  and to reveal the capabilities of state management bodies with a serious approach
                  to the formation of their own reputation.
                        The  theoretical  basis  on  the  organizational  reputation  of  state  bodies  was
                  formed as a result of systematic theoretical and empirical research in the field of
                  public administration. In addition, the introduction of the concept of organizational
                  reputation is used not only for the production of scientific knowledge, but also in
                  the practice of public administration.
                        During  the  writing  of  the  dissertation,  the  author  relied  on  the  generally
                  accepted  fundamental  research  of  the  general  theory  of  the  formation  of
                  organizational reputation not only of state organizations, but also in the system of
                  business structures. The research covered the works of scientific researchers over
                  the past two decades in the field of organizational reputation formation.
                        The  thematic  analysis  of  the  works  devoted  to  this  topic  confirms  the
                  importance of reputational problems identified as a result of qualitative analysis.
