ANNOTATION

                      to  the  dissertation  work  of  the  doctoral  student  of  the  Academy  of  Public
               Administration  under  the  President  of  the  Republic  of  Kazakhstan  Utepova  Gaziza
               Maratovna on the topic: «Transformation of the mechanism of interaction between the
               state  and  non-governmental  organizations  in  the  Republic  of  Kazakhstan»  for  the
               degree  of  doctor  on  the  profile  on  the  educational  program  «8D04113  -  Public
               Administration»

                      Purpose:  development  of  recommendations  for  improving  the  mechanism  of
               interaction  between  the  state  and  non-governmental  organizations  in  the  Republic  of
               Kazakhstan  by  digitalizing  the  financial  mechanism  for  supporting  non-governmental
               organizations,  optimizing  business  processes  for  monitoring  their  activities  and  legal
               regulation.
                      Tasks:
                        study of modern concepts of interaction between the state and non-governmental
               organizations;
                        study of international experience on this issue in the field of interaction with NGOs;
                        Analysis of the current mechanism of interaction between the state and NGOs in the
               Republic of Kazakhstan;
                        development of a standard algorithm for interaction between the state and NGOs in
               the Republic of Kazakhstan and integration of information systems of interested bodies;
                        an attempt was made to identify the main problems in the interaction between the
               state and NGOs in the Republic of Kazakhstan;
                        develop  proposals  for  amending  the  current  legislation  of  the  Republic  of
               Kazakhstan to improve the mechanism of interaction between the state and NGOs.
                      The object of the study is the mechanism of interaction between the state and NGOs.
                      The subject of the study is financial, organizational, digital and means of interaction
               between government agencies and NGOs.
                      The theoretical and  methodological basis  of the dissertation  is  the fundamental
               works of domestic and foreign scientists on the theory of public administration, stakeholders,
               as well as the development of civil society in the country. The study is based on a modern
               system of views and ideas about the state's customer orientation, openness and involvement
               of civil society in public administration processes through the interaction of state bodies and
               non-governmental organizations.
                      The solution of the tasks is based on the application of the provisions of the general
               theory of public administration, methods of economic analysis, sociological survey, as well
               as SWOT analysis and force field, lotus flower activity in the digital field and organizational
               modeling of business processes through BPMN. This set of methods allowed us to develop
               specific practical recommendations and justify their feasibility for further improving state
               cooperation with non-governmental organizations in Kazakhstan.
                      The scientific novelty of the study lies in the fact that on the basis of the study and
               generalization of theoretical provisions, the analysis of a wide range of factual material and
               foreign experience, the author presented a generalizing study on improving the mechanism of
               interaction  between  the  state  and  non-governmental  organizations  in  the  Republic  of
               Kazakhstan.
                      The main scientific results obtained during the study and their scientific novelty
               are as follows:
