proposals have been developed to digitalize the process of grant financing of NGOs
by digitalizing business processes in the formation of priority areas of state grants, creating a
pool of experts on project assessment, monitoring and evaluating the implementation of NGO
projects, concluding electronic contracts with amendments to regulations governing the
mechanism for granting state grants;
Proposals have been developed to integrate the information systems of the Ministry
of Culture and Information of the Republic of Kazakhstan, the Bureau of National Statistics
of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the Ministry
of Justice of the Republic of Kazakhstan and the State Revenue Committee of the Ministry of
Finance of the Republic of Kazakhstan in order to reduce the reporting forms of NGOs, access
to the NGO database, and create a unified NGO accounting database;
A guidebook for NGOs has been developed, which includes information on the legal
regulation of NGO activities, financial and non-financial mechanisms for state support of
NGOs, a methodology for developing a strategy for NGO activities, as well as forms of
feedback from state bodies.
Main provisions submitted for protection (briefly essence for each paragraph of
the study):
1. Based on the empirical data of the study, a proposal was substantiated and developed
on the advisability of using digital technology in providing financial support to NGOs in the
form of government grants.
This approach ensures increased transparency of the activities of state bodies and
NGOs, the efficiency of the use of budgetary funds, as well as the reduction of corruption
risks.
2. Analysis of NGO reporting forms submitted to state bodies revealed such problems
as duplication of individual NGO reporting forms, as well as the lack of a unified information
base on NGO activities. In this regard, it is proposed to optimize the reporting activities of
NGOs within the framework of the de-bureaucratization of the state apparatus through the
integration of information systems: "State database of legal entities" of the Ministry of Justice
of the Republic of Kazakhstan, "Taxpayer Cabinet" of the State Revenue Committee of the
Republic of Kazakhstan, "NGO database" of the Ministry of Culture and Information of the
Republic of Kazakhstan, "E-statistics" Bureau of National Statistics Agency for Strategic
Planning and Reforms of the Republic of Kazakhstan.
This proposal will reduce the temporary, labor resources of NGOs by reducing
reporting from three to one form.
3. According to the results of the analysis of the results of the sociological survey, there
was low confidence in state bodies by NGOs. In this regard, we have developed a guide for
NGOs, which reflects all the necessary information on the provision by the state of financial
and non-financial support to NGOs in Kazakhstan.
This guide helps to increase mutual trust between the parties and offers
recommendations for providing feedback to government agencies and NGOs.
4. Based on modern concepts, the need to develop an NGO strategy, including the
mission and scope of the organization, as well as the need for continuity, the state policy for
the development of the country. In this regard, an algorithm for interaction between the state
and NGOs and models for developing an NGO strategy are presented.
This will allow NGOs in Kazakhstan to improve the quality of work and responsibility
of the non-governmental sector by excluding goals and objectives in the organization's charter
that do not correspond to their mission.
