«Improvement of Customs Regulation of Foreign Trade of the Republic of
Kazakhstan in the Context of Eurasian Integration»
Relevance of the research topic. The modern period of development of the world
economy is characterized by the tendency of integration of national economies into
inter-country regional associations which entails the formation of a world market with
unified rules governing the procedure of foreign trade. With the growth of international
trade, there is a need to improve some of the processes that affect the development of
foreign economic activity. Kazakhstan, being a part of the Eurasian Economic Union,
strives to improve the quality parameters of international trade which contributes to
strengthening the country's position on the world stage.
Customs regulation is one of the effective mechanisms of influence on the
processes of foreign trade, and therefore it is especially important to ensure the
continuous improvement of this instrument of the customs policy of the state.
Consideration of issues related to the customs regulation of foreign trade in the context
of ongoing integration processes in which the Republic of Kazakhstan is involved will
determine the effectiveness of transformations in this field of activity, as well as provide
an opportunity to assess the existing risks that hinder the development of foreign trade
and the economy of Kazakhstan as a whole.
The relevance of the object considered in this dissertation research is due to the
fact that one of the main documents of the strategic state planning system «Strategy
«Kazakhstan-2050»: a New Political Course of an Established State» contains
provisions on the need to create conditions for stimulating market participants to
compete, and not to search for ways to avoid taxes which is possible through the
systematization of customs administration aimed at implementing measures of customs
regulation of foreign trade.
In addition, the President of the Republic of Kazakhstan, K.K. Tokayev, in his
appeals at various levels, repeatedly spoke about the need for transformations in the
system of customs regulation of foreign trade. So, in January 2022, at a meeting of the
Lower house of the Parliament of the Republic of Kazakhstan, the Head of State raised
the issue of shortcomings in the mechanism of customs regulation at the customs border
of the republic, in particular, in the field of the institution of an authorized economic
operator. Later, in September 2022, in his address to the people of Kazakhstan, «A Fair
State. One Nation. Prosperous Society» K.K. Tokayev again talks about the problems
with the implementation of customs control of goods at the customs border of
Kazakhstan.
