ABSTRACT

the Republic of Kazakhstan, topic: «State policy for the development of local
content in the Republic of Kazakhstan»
Relevance of the chosen topic. Economic diversification is one of the most
important goals stipulated by many strategic and policy documents of the Republic of
Kazakhstan, including the Strategy "Kazakhstan - 2050", the Strategic Development
Plan of the Republic of Kazakhstan until 2025 [1] and the National Project "Sustainable
economic growth aimed at improving the welfare of Kazakhstanis" [2 ]. This goal is
expected to be achieved, among other things, by supporting the domestic
manufacturing industry and increasing their competitiveness.
Currently, the state regulates the purchases of state bodies (including
organizations subordinate to them), quasi-state organizations and subsoil users of solid
minerals, hydrocarbons and uranium. These organizations in the course of procurement
create a significant demand for various products, which can be used to support
domestic producers of goods, works and services. The effectiveness of the funds spent
in terms of their support can be assessed by the share of local content in purchases.
The share of local content in the purchases of the mentioned organizations in
2021 was 56.1%, which is higher than in 2010 (48.2%), but lower than the peak value
in 2014 (63.2%). [3]
Such dynamics is explained by the abolition of a number of preferences to
support domestic producers (conditional discounts, priority purchase, purchase from a
single source for domestic suppliers) in connection with the assumption of obligations
by Kazakhstan within the framework of international integration.
Given its membership in the WTO and the EAEU, Kazakhstan is obliged to
maintain equal conditions for manufacturers of all participating countries.
Commitments were also made to reduce the rates of import customs duties for a number
of goods according to the list of exemptions.
The analysis showed that, provided that the share of local content was
maintained at the level of 2014, an average of 1.6 trillion tenge could additionally enter
the country's economy annually [3]. That is, for 8 years, the economy of Kazakhstan
received less than 12.8 trillion. tenge.
By regions, the share of local content in regulated procurement in 2021 is
distributed as follows:
- government organizations: 46.1% with purchases in the amount of 5 trillion.

- national companies: 70.9% with purchases in the amount of 5.1 trillion. tenge;
- subsoil users: 56.4% with purchases in the amount of 6 trillion. tenge [4].
From the results of the analysis of regulatory legal acts, it follows that, in general,
the processes of all regulated procurement are similar. However, in comparison with
the procurement of the quasi-public sector and subsoil users, there are fewer effective
