The scientific objectives of the study include:
- studying the theoretical aspects of the state policy of requiring local content in
public procurement and determining the form of its application in the Republic of
Kazakhstan;
- analysis of statistical data on local content in regulated procurement;
- analysis of the local content development system and the public procurement
process;
- development of recommendations for improving the public procurement
process and the local content development system as a whole.
The object of research is the process of public procurement of works.
The subject of the study is the relationship of stakeholders in public
procurement arising from the procurement of works.
Research methods. In the course of the study, various methods of general
scientific knowledge, comparative analysis, methods of economic, statistical and legal
analysis were used.
Legal analysis was subject to the legal framework governing the process of
public procurement in Kazakhstan, including the Laws and by-laws of the Republic of
Kazakhstan.
A literary review of foreign and Kazakh authors was also carried out. The
method of comparative analysis revealed the weaknesses of LCR in public
procurement of the Republic of Kazakhstan. In addition, when determining the object
and subject of the analysis, the recommendations of the OECD were taken into account.
When obtaining the necessary data on public procurement and their processing,

logical, comparative research methods, and correlation analysis were used. In the
course of statistical analysis, the choice of public procurement of works as an object of
study was substantiated. The following statistical data were used as an empirical
research base for the analysis of the public procurement system:
- JSC Center for Electronic Finance, which is the state operator of the public
procurement portal;
- JSC “Kazakhstan Center for Industry and Export “ QazIndustry ”, which
performs the functions of analyzing regulated purchases for local content;
- The Ministry of Industry and Infrastructure Development of the Republic of
Kazakhstan as an authorized body in the field of local content development.
To assess the current system for ensuring the development of local content, the
identification of problems and ways to solve them, an expert survey was conducted.
The resulting data was processed through the Qlik service sense .
In addition to the above, the existing digital platforms of the Ministry of Finance
(Public Procurement Web Portal), the Committee for Construction and Housing and
Communal Services of the Ministry of Industry and Infrastructure Development of the
Republic of Kazakhstan (E-PSD, E-Qurylys) were subject to analysis .
The scientific novelty of the research lies in:
- description and analysis of the current system for ensuring the development of
local content in the Republic of Kazakhstan;
- description of the scheme of information interaction of participants in public
procurement of works;
