- development of a model of relations between public procurement stakeholders,
which creates conditions for the development of local content in them;
- formation of a data model used to monitor and make management decisions in
the field of local content development
The following provisions, which have elements of scientific novelty, are
submitted for defense:
1. The current system for ensuring the development of local content in the
Republic of Kazakhstan is based on obligation and control. The effectiveness of this
approach has significantly decreased due to the international integrations carried out
by the state (WTO, EAEU). Moreover, there is a low level of quality assurance of
control over the fulfillment of obligations.
Based on the results of studying the theory of state policy for the development
of local content, by conducting a review of the literature and international experience
using the method of comparative analysis, a shift in emphasis from the requirement for
stimulation was proposed. The aspects influencing the development of local content in
regulated procurement (quality, internal competition and communication) are also
identified.
2. The local content data collection system used in public procurement is based
on the provision of supplier reports, which are generated entirely by hand. Given the
large number of goods used in the performance of work, there is a high risk of providing
false reporting data.
Based on the results of the analysis of statistical data, inconsistencies were
identified in the reports of suppliers on local content provided as part of public
procurement of works. Thus, the conclusion about the unreliability of the reports
provided was substantiated, which entails the risk of making incorrect management
decisions.
3. As a result of the analysis of the process of public procurement of works on
the three previously mentioned aspects, a model of relations between public
procurement stakeholders was developed, which provides automated collection of
statistical information, quality control and availability of information necessary for
stakeholders (volume of demand, volume of supply, average market prices, etc. ).
4. Currently, the state is conducting a simplified analysis of reports on local
content, which is carried out only at the end of the year, which entails the risk of making
managerial decisions not in a timely manner.
In this connection, a data model has been formed that is used to monitor and
make management decisions in the field of local content development.
Scientific results. This doctoral dissertation is one of the first scientific works
of domestic science, describing the relationship of public procurement stakeholders in
the context of the development of local content in them. It is distinguished by a unique
combination of the object and subject of the study, and the results of the study made it
possible to identify problems in the development of local content and justify the
transition from the requirement to stimulate the development of local content through
the development of internal competition and an increase in the level of communication
