Therefore, the  following  topic  of  the  dissertation  was  taken:  "Improving  the
               performance of state bodies in the formation of a strategic state apparatus".
                      In this regard, the dissertation will consider the objectives, the methodological
               basis for the creation of a strategic state apparatus through the improvement of state
               bodies,  development  of  Kazakhstan's  model  in  accordance  with  international
               expertise.
                      Scientific  elaboration  of  the  research  problem.  The  issues  of  public

               administration in different years were addressed by A. Fayol, F.Hilbreth, F.W.Taylor,
               M. Weber, M. Crozier, G. Spencer and other scientists.
                      The  analysis  of  the  issue  related  to  the  provision  and  development  of
               performance of state bodies in the Republic of Kazakhstan and abroad is presented in
               the  works  of  Kazakh  and  Russian  authors:  S.  Kaparov,  Sh.A.Yessimova,  A.N.
               Sakhanova,  M.N.  Affanasiyev,  A.M.  Baimenov,  G.V.  Atamanchuk,  V.N.  Uvarov,
               I.N. Bartsyts, M.N. Marchenko and other scientists.
                      Currently,  positive  experience  has  been  accumulated  in  the  use  of  various
               means  and  methods  of  functioning  of  a  state  body,  reflected  by  E.V.Grishin,
               E.V.Fomichev,  L.I.Abalkin,  I.V.Bestuzhev-Lada,  F.M.Borodkin,  A.N.Zaitseva,
               A.A.Bozhya-Volya.
                      However,  given  the  periodic  changes  in  the  regulatory  framework  and  the
               current political and social situation, as well as the emergence and development of
               new methods and technologies, it is important to update and supplement scientific
               knowledge in this area.
                      The object of the study is the state apparatus of the Republic of Kazakhstan.
                      The  subject of  the study  is  the processes  of  improving the performance  of
               government bodies of the Republic of Kazakhstan
                      The purpose of the dissertation research is to develop recommendations for
               improving  the  performance  of  state  bodies  of  the  Republic  of  Kazakhstan  in  the
               formation of a strategic state apparatus.
                      The purpose of the work predetermined the fulfillment of the following tasks:
                      – to reveal the concept, the content of the state apparatus.
                      –  to  study  the  ways  of  formation  and  development  of  the  strategic  state
               apparatus.
                      – to study international experience in the area of improving the performance of
               state bodies and to develop on its basis specific proposals to improve the performance
               of state bodies of the Republic of Kazakhstan.
                      –  to  analyze  the  current  state  of  performance  of  state  bodies  of  Kazakhstan
               (functional analysis of the performance of the office of the akim of Zhambyl region);
                      –  to  systematize  the  Kazakhstan  model  of  formation  of  the  strategic  state
               apparatus and present its main ways.
                      Research methods. The work used general scientific methods, both qualitative
               and  quantitative  (comparative  analysis  and  synthesis,  system  analysis  and  content
               analysis, case studies, opinion polls, interviews with experts).
                      Methods  of  system-analytical  and  content  analysis  were  used  to  analyze
               legislative acts and regulatory documents.
                      The  quantitative  research  method  was  applied  by  conducting  a  sociological
               survey  of  the  population  of  the  districts  of  Zhambyl  region.  In  addition,  expert
               interviews were conducted with 15 heads of structural subdivisions of the Zhambyl
