3. A method of online participation of citizens in meetings of state bodies of
the Republic of Kazakhstan is proposed, in order to improve and increase the
transparency of the activities of state bodies;
4. It is recommended to include an additional indicator ("functions") in the
methodology for evaluating the activities of administrative civil servants;
5. In order to ensure continuous improvement of activities, as well as the
compactness of state bodies, a functional analysis was carried out, ways of effective

optimization within state bodies were studied (the results of SWOT analysis, the
results of an expert survey).
Scientific statements submitted for defense.
When studying the topic of the study, it was assumed that qualitative changes
in the functioning of state bodies will be the basis for the formation of the strategic
state apparatus, which should become an instrument of public and state
transformations, the main point of achieving the goals of public policy, an important
factor in ensuring the competitiveness of public service. It envisages the following
main provisions:
1. The need to consider the theoretical justification and practical
implementation of the formation of a strategic state apparatus - a unity that combines
all the constituent parts, considering its multi-level, multi-disciplinary and multi-
faceted nature was proved.
2. As a result of the research, the structure of state bodies has demonstrated the
need for ways to delineate the functions that must remain in the state, and
optimization based on simplification of the content of the functions guaranteed by the
state.
3. To improve the performance of state bodies, the need for optimization
measures by reducing the number of employees of state bodies and structural
subdivisions at the central and local levels was proved.
4. The ways to improve the system of evaluation of administrative civil
servants of the "B" corps were proposed in order to form the strategic state apparatus.
5. The quality of life of the population is one of the main indicators of the
performance of state bodies. In order to increase this criterion, the following methods
were proposed to ensure the transparency of the performance of state bodies.
Theoretical and practical significance of the research. Theoretical
provisions obtained in the course of the research complement and develop domestic
science in the field of public administration. A great influence on the development of
public service of the Republic of Kazakhstan have mechanisms and practical
recommendations for improving the performance of state bodies in the formation of
the strategic state apparatus, produced on the basis of international experience and
analysis of empirical research.
Approbation and implementation of the results of the dissertation
research. Various aspects of the research were used in the course of industrial
practice in the Office of the Akim of Zhambyl region and the Zhambyl region's
Department of the Agency for Civil Service Affairs and Counteraction to Corruption
of the Republic of Kazakhstan.
