region Akim's Office, during which specific recommendations and suggestions were
received.
SWOT analysis tools were used in the dissertation, with the help of which the
potential threats to the optimization of the staff of the local executive body (on the
example of the Akim's Office of Zhambyl region) were studied.
The information base of the research consists of data from the database of
international organizations, scientific and practical conferences and seminars, as well
as internal acts of state bodies on improving the performance of state bodies.
In addition, monographic materials of foreign researchers, articles in
periodicals, materials of leading scientific institutions placed on the Internet were
studied. Also, the information base of the dissertation is formed by the data of the
Agency of the Republic of Kazakhstan for Civil Service Affairs, analytical materials
of the Academy of Public Administration under the President of the Republic of
Kazakhstan, documents of international organizations (UN, OECD, WB, etc.).
Theoretical and methodological basis of the research consists of scientific
research of local and foreign scientists in the field of public administration. The
methodological basis is an analysis of the stages of formation and development of the
sphere of public administration, starting from the first years of independence of the
Republic of Kazakhstan. The methodological basis is based on systemic and
functional principles, as well as on general theoretical methods: analysis, synthesis,
comparison, abstraction, generalization, forecasting, system approach, logical and
economic modeling.
In order to monitor the impact of the performance of state bodies on the
welfare of the population, in 2019-2020 the author conducted a sociological survey
among employees of local state bodies (Zhambyl region Akim's Office, district
akimats) and the population (appendices 1, 2).
The scientific novelty of the dissertation research is to develop systematic
ways of creating a strategic state apparatus through improving the performance of
state bodies. In the course of the study, based on a literature review, comparative
analysis of international experience, and analysis of the current state of affairs of state
bodies, the following scientifically validated results will be presented, constituting its
scientific novelty, based on a sociological survey of the population, including various
social groups, heads of structural units of state bodies (Zhambyl region Akim's
Office):
1. The author's definition of the concept of "strategic state apparatus" is
obtained by studying the features of the state apparatus (strategic state apparatus -
ideal system of state bodies, effective for achieving long-term goals and objectives,
strictly requiring from state employees to comply with the principles of professional
ethics and meritocracy, to ensure broad citizen participation with the priority of
human rights in the organization and implementation of state bodies). A systematized
model is given that substantiates the consideration of the scientific category within
the framework of a new understanding.
2. In order to form a strategic state apparatus and increase the interaction of
civil servants with citizens, it is proposed to introduce an automatic classifier service
and a chatbot for receiving and processing appeals from the population;
