ANNOTATION
to the dissertation of the doctoral candidate of the Academy of Public
Administration under the President of the Republic of Kazakhstan
Omarkhanova Assel Sovetkankyzy on the topic: «Risk management in the
public administration system», submitted for a doctorate degree in the
educational program «8D04113 – Public Administration»
Relevance of the research topic. The tasks of public administration in the
Republic of Kazakhstan are focused on ensuring the sustainable development of the
country. Economic growth, social policy, human capital development, and
environmental management are among the strategic priorities of the Government in
the Republic of Kazakhstan. Strengthening international relations, providing
infrastructure, and regional cooperation also shape the country's overall course
towards sustainable and balanced functioning. To achieve these tasks, an effective
state apparatus is needed, built on effective technologies and management methods,
combating corruption, and increasing the openness and transparency of its activities.
Risk management is an important management tool for government agencies
and organizations and affects the effectiveness of the implementation of policy
documents, government strategies and projects. Risk assessment and management
are important for achieving the goals of public policy in Kazakhstan and increasing
the level of trust in the activities of government agencies in the current situation.
The relevance of the study is also confirmed by the fact that, despite the
availability of research on the problem of risk management in the corporate culture
system as a whole, today the theoretical and scientific and methodological issues of
state policy in the field of risk management remain poorly understood, the
conceptual and terminological apparatus of risk management is insufficiently
developed, and opinions on the sources of risk in the public sector are ambiguous.
The object of the research is the activities of central state and local executive
bodies that form strategic planning policies, provide operational management, and
make public management decisions in conditions of risk and uncertainty.
The subject of the study is the process of public administration and
relationships that arise in order to prevent, reduce and optimize risks.
The purpose of the study is a identification of key risks and development of
practical recommendations for improving risk management in the public
administration system of the Republic of Kazakhstan.
In accordance with this purpose, the following research tasks are formulated:
– to systematize and expand the theoretical provisions of risk management in
the public administration system, identifying key approaches, principles and
methods applicable to government agencies;
– to study and summarize the international experience of risk management in
the public sector, with an emphasis on successful risk management models and tools
used in different countries;
