                         – to analyze the existing risk management system in the public administration
                  bodies of the Republic of Kazakhstan, identifying the main problems that hinder
                  effective risk management;
                         – to develop an adaptive risk management model for the public administration
                  of Kazakhstan, taking into account the specifics of the socio-economic and political
                  environment;
                         – formulate recommendations for improving risk management methods in the
                  public administration of the Republic of Kazakhstan, taking into account current and
                  projected  global  trends,  including  digitalization  and  changes  in  the  economic
                  environment.
                         Methodology and research methods. The methodological and theoretical
                  basis of this work is the scientific provisions of fundamental and applied research in
                  the field of public administration and management, as well as the works of scientists
                  from various fields of economics in the country and abroad, which outline the main
                  provisions of the theory of risk management development. The conducted research
                  was based on the use of scientific methods and tools, such as system analysis in
                  generalizing the theoretical and methodological foundations of risk management
                  development  in  public  administration;  analysis  and  synthesis  -  in  studying  risk
                  management issues in the context of foreign experience, as well as in determining
                  the main causes of problems in the field of risk management; system and structural
                  analysis  –  in  formation  of  an  institutional  approach  to  the  development  of  risk
                  management in the public sector; logical generalization of results – in the formation
                  of a conceptual approach to the development of risk management; induction and
                  deduction – in the substantiation of a scientific and methodological approach to the
                  regulation  of  risk  management  in  making  managerial  decisions;  abstract  logical
                  method - in the theoretical generalization and formation of conclusions.
                         The scientific novelty of the research lies in the combined development of
                  scientific and methodological approaches and practical recommendations aimed at
                  improving the risk management system in the public administration bodies of the
                  Republic of Kazakhstan. For the first time, the study integrates risk-oriented tools
                  adapted to the specifics of public administration, which makes it possible to increase
                  sustainability  and  operational  efficiency  in  a  dynamically  changing  external  and
                  internal  environment.  Scientific  novelty  is  also  manifested  in  the  creation  of  an
                  adaptive  risk  management  model  that  proactively  identifies,  evaluates  and
                  minimizes  risks  based  on  international  practices  and  the  specifics  of  the  socio-
                  economic context of Kazakhstan. This contributes to the formation of a more flexible
                  and reliable management system capable of responding to threats in a timely manner
                  and ensuring the sustainable development of State institutions.
                        The following provisions are put forward for protection:
                        1. To  increase  the  effectiveness  of  the  public  administration  system,  the
                  introduction of a strategic risk management approach is justified, the mandatory
                  components  of  which  are:  the  regulatory  framework  for  risk  management,  the
                  methodology of risk management tools, human resources, information support for
                  risk analysis and management.
