                        The essential characteristic of the concept of «risk management in the public
                  administration system» has been supplemented and defined as: «a set of theoretical
                  approaches,  methodological  principles  and  practical  tools  aimed  at  identifying,
                  assessing, monitoring and managing risks arising in the process of implementing
                  government functions and programs». The key characteristics of this process are:
                  proactive approach; integration into management processes; consistency; focus on
                  sustainability and continuity; use of data and analytical methods; complexity and
                  interdisciplinarity;  interaction  and  collaboration;  knowledge  management  and
                  learning.
                        2. Based on the analysis of international experience, it has been proved that the
                  use of risk management in the public administration system is highly effective in
                  increasing  the  stability  and  reliability  of  government  structures.  This  approach
                  provides  a  comprehensive  and  effective  way  to  manage  risks  in  the  public
                  administration  system,  contributing  to  the  achievement  of  strategic  goals  and
                  increasing the sustainability of public institutions.
                        3. The analysis of the state risk management in the Republic of Kazakhstan
                  showed the lack of a system and limited to certain industries, the lack of competent
                  personnel, the lack of methodology and regulations necessary to assess the impact
                  of risks, and the low quality of risk information.  The main risks of the functioning
                  of  the  public  administration  system  are  identified:  political,  economic,  social,
                  scientific  and  technical,  corruption,  operational  (organizational)  risks  at  the
                  international and country levels. Gaps in the methodology of risk management in the
                  public  administration  system  create  the  need  to  develop  a  Concept  of  risk
                  management in the public administration system of the Republic of Kazakhstan,
                  providing for a step-by-step process of its implementation.
                        4. The proposed model of risk analysis in the public administration system,
                  based on an integrated approach and consisting of 6 consecutive stages, is a logical
                  process of government agencies dealing with risks, allowing government agencies
                  to quickly adapt to new conditions and challenges, identify and assess risks, and
                  develop appropriate strategies and measures to manage them.
                        5. Methodological  recommendations  for  the  introduction  of  a  risk-based
                  approach into the public administration system have been developed, which identify
                  the  key  problems  of  implementation  and  trends  in  the  development  of  risk
                  management, outline the requirements and characteristics of the information system,
                  form an institutional memory bank for the public administration system, identify the
                  risks of the process of implementing public information systems, and define the
                  conditions for successful integration of risk management into public administration.

                        Compliance  with  scientific  development  directions  or  government
                  programs
                        The Decree of the President of the Republic of Kazakhstan «On approval of the
                  Concept for the Development of the Civil Service of the Republic of Kazakhstan
                  until 2030» № 522 dated February 26, 2021 provides for the transformation of the
                  civil  service system  to improve the quality  of  public administration. One of the
