principles of reforming the public administration system is the «Principle of a
pragmatic State», which provides for «taking into account all associated risks». At
the same time, the Concept raises the issue of the need for proactive public
administration by planning the necessary resources to prevent the negative impact
of risks. In conditions of high uncertainty and limited time and other resources in the
process of making managerial decisions or implementing public administration
tasks, it is very important to optimize or reduce external risks, as well as the risks of
misinterpretation of information, employee errors, and negative consequences.
The theoretical significance of the results obtained lies in the substantiation
of the scientific and methodological approach to risk management in the governing
bodies of the Republic of Kazakhstan as a comprehensive condition for further
economic development of the country. The conceptual issues, methodological
foundations and conclusions of the dissertation will improve the effectiveness and
efficiency of strategic policy documents, projects, as well as the activities of
government agencies. Studying the issues of risk reduction and prevention in the
public administration process expands theoretical knowledge about the necessity and
importance of the risk management process as an integral part of public
administration.
The practical significance of the research lies in the fact that the theoretical
provisions and practical recommendations can be applied in the activities of public
authorities, when:
‒ determining the directions of risk management development in government
agencies, forming a risk culture;
‒ development of short- and long-term government regulatory programs in the
field of risk management;
‒ assessment of the level of development of state regulation of risk
management;
‒ training, advanced training and competencies of employees in the field of
public administration;
‒ development of State educational standards in the specialty «State and local
government».
Approbation of the research results. The key provisions of the dissertation
research are set out in 8 published scientific publications, including 4 articles in
leading peer-reviewed journals recommended by the Committee for quality
assurance in science and higher education of the Ministry of Science and Higher
Education of the Republic of Kazakhstan, 1 article published in a foreign scientific
publication indexed in the Scopus database, 3 articles in collections of scientific
research materials practical conferences.
1. Risk management in the public sector: current state and development
opportunities (Academic journal Public Policy and Administration/SCOPUS) –
contribution is 45%.
2. Risk management in the public administration system (Science and Higher
Education Quality Assurance Committee/ Vestnik Turan) the contribution is 100%.
