ABSTRACT
is dedicated to the dissertation of the doctoral candidate of the Academy of
Public Administration under the President of the Republic of Kazakhstan,
Shynar Kairatovna Suleimenova, on the topic: «Improving the state
management of the Quality Assurance System of Higher Education in
Kazakhstan», submitted for the degree of Doctor in the educational program
«8D04113 - Public Administration».
Relevance of the research topic. At present, our country is developing in
new international, socio-economic, and political conditions driven by globalization
and digitalization. In these circumstances, the quality of higher education occupies
a special place for the development of the country's economy and the solution of
social problems.
According to the ranking of countries in 2021 by the quality of education,
Kazakhstan ranked 62nd out of 93 countries. The index covers the evaluation of
the state education system, the readiness of students to study in universities,
funding for universities, and the number of universities recognized in various
international rankings. This is primarily due to systemic problems in the state
management of the quality assurance system for higher education in Kazakhstan,
which have persisted for a long time.
Thus, the processes of reforming the system of quality assurance for higher
education, the creation of a regulatory framework and the National Quality
Assessment System, and the management of the quality assurance system for
higher education still remain the prerogative of the state, and the participation of
interested parties is of a declarative nature.
State management in the system of quality assurance for higher education is
mainly aimed at achieving specific indicators and benchmarks, often without
considering the assessment of educational programs and universities by
accreditation bodies and analyzing their activities.
Moreover, external quality assurance standards are not harmonized with the
legal acts regulating higher education, which does not ensure interaction with the
state education policy. Universities themselves have not yet fully utilized the
opportunities and principles of the internal quality assurance system. Thus, the
necessity of determining new approaches to improve the management of the
quality assurance system for higher education and to address problematic issues in
the quality training of specialists underscores the relevance of the research topic.
The degree of scientific development of the research topic. A considerable
number of publications in both foreign and Kazakh literature are dedicated to the
management of the higher education quality assurance system. However, as
analysis reveals, scholarly works mainly focus on conceptual frameworks, the
formation and establishment of quality assurance systems in education, and the
development of accreditation in our country. Despite the existing body of literature
in this field, there is a lack of comprehensive research aimed at a thorough
examination of the management issues concerning the higher education quality
