autonomy.
The object of the study is the quality assurance system of higher education of
the Republic of Kazakhstan.
The subject is the management of the quality assurance system of higher
education.
The purpose of the study is to develop of recommendations for improving
the management of the quality assurance system of higher education.
Research goals:
– Examine the theoretical and methodological foundations, as well as
methodological approaches of state governance in the quality assurance system of
higher education.
– Study international experience in managing the quality assurance system of
higher education.
– Investigate the current state of state control and regulation of the quality of
higher education in Kazakhstan.
– Conduct an analysis of the external and internal quality assurance systems
of higher education in Kazakhstan.
– Develop recommendations for improving state governance in the quality
assurance system of higher education.
The theoretical and methodological basis of the research comprised
monographs, scholarly works, articles, and publications by foreign and Kazakh
scholars in the field of state governance of higher education, evaluation, control,
and quality assurance of higher education. The study employed both theoretical
and empirical methods such as analysis of legislative acts, comparative analysis,
expert surveys, and interviews.
Throughout the dissertation, scientific literature on the issue, legislative acts
regulating relationships in higher education, its evaluation, and quality assurance,
as well as strategic documents of state policy in the field of higher education of the
Republic of Kazakhstan and its quality assurance, were examined. Official data,
reports, and analytical materials from the authorized state body in the field of
higher education, information from the Committee for Quality Assurance in
Science and Higher Education, statistical data, materials from the websites of
international organizations, materials from accreditation bodies, and publications
of Kazakhstani research organizations were also utilized.
Additionally, materials and data obtained during internships at the Committee
for Quality Assurance in Education and Science of the Ministry of Education and
Science of the Republic of Kazakhstan in 2022 and during an internship at
Masaryk University (Prague), as well as participation in the project of targeted
funding of the National Center for Higher Education Development, were
incorporated into the dissertation.
The scientific novelty of the conducted dissertation research lies in the
comprehensive analysis of state governance in the quality assurance system of
higher education, resulting scientifically substantiated results, which include:
