role of all stakeholders in educational policy development, approval, and
implementation of legal and managerial decisions, as well as optimal functioning
and development.
5) The application of digital technologies, including data analytics, in
managing the quality assurance system in higher education will enable us to
establish a reliable empirical foundation, identify hidden patterns and relationships,
capture, analyze, and generate significant data correlations, and identify
universities «at risk» based on a thorough desk risk analysis using data. This
approach will eliminate duplication in universities’ presentation of information
about activities and content of educational programs, and provide information to
all interested parties from a single source, ensuring the creation of conditions for
transitioning from state control to a self-regulatory system for ensuring the quality
of education with expanded autonomy of universities.
The theoretical significance of the dissertation lies in its contribution as a
source of current information and conceptual conclusions on the topic of managing
the quality assurance system of higher education.
The practical significance of the study lies in its potential usage by
government bodies in shaping policies and strategies in the field of managing the
quality assurance system of education. This includes the development norms and
provisions of draft laws and other regulatory acts related to the sphere of higher
education quality assurance.
Approbation and implementation of the results of the dissertation
research. As part of the dissertation research, 5 scientific works were prepared and
published: 1 article in a Scopus-indexed journal, 3 in journals recommended by the
Committee for Quality Assurance in Science and Higher Education of the Republic
of Kazakhstan (CQASHE RK), and the monograph «Quality Assurance System of
Higher Education: Reengineering the National Model» (co-authorship). An
implementation report obtained for the proposed recommendations for improving
the processes of quality control and assessment of higher education during an
internship at the Committee for Quality Assurance in Science and Higher
Education of the Ministry of Science and Higher Education of the Republic of
Kazakhstan.
The structure and scope of the dissertation. The work, consisting of 148
pages, includes an introduction, three sections, a conclusion, a list of references
(164 items), comprising 29 figures, 20 tables, as well as appendices containing
working materials on the research topic.
