ABSTRACT
                    Dissertation for the degree of Doctor of Public Administration in specialty
            “8D04113  –  Public  Administration”  by  Tyo  Yelena  Vasilyevna,  Academy  of
            Public Administration under the President of the Republic of Kazakhstan, topic:
            "Improving the state management of sports infrastructure in the context of the
            development of mass sports in the Republic of Kazakhstan"

                    The relevance of the research topic. In Kazakhstan, sports and physical culture
            are important areas of public health and the economy. Currently, Kazakhstan's sports
            infrastructure system is undergoing intensive development, and for this purpose, the
            government  has  adopted  a  Comprehensive  Plan  for  the  Development  of  Physical
            Culture and Mass Sports for 2020-2025 (Government Resolution of the Republic of
            Kazakhstan dated April 23, 2020, No. 242).
                    However, measures to develop sports infrastructure are necessary for all regions
            of the country, as a shortage of accessible sports facilities with appropriate equipment
            and  inventory  is  observed  everywhere.  There  are  problems  with  expanding  the
            accessibility of sports infrastructure, including through the implementation of modern
            digital technologies.
                    The particular relevance of studying the research problem is the gap in research
            on  improving  state  management  of  sports  infrastructure,  analytical  materials,  and
            reviews on assessing the current state and prospects for the development of sports
            infrastructure  in  Kazakhstan,  which  complicates  the  issue  of  developing

            recommendations and proposals for the development of this industry. A number of
            issues are also related to existing regulatory and legal acts, the level of socio-economic
            development of regions in the country, and the current state of sports infrastructure.
            International experience shows that a number of countries are developing innovative
            approaches to managing sports infrastructure, and accordingly, in national practice in
            the  field  of  sports,  there  is  a  need  for  corresponding  scientific  research  and  the
            development of tools to improve state management of sports facilities.
                    The level of scientific development of the research problem is high in the
            field of improving state management, as there is a large number of publications in both
            foreign  and  Kazakh  literature.  However,  the  analysis  shows  that  scientific  works
            related  to  the  management  of  sports  infrastructure  mainly  focus  on  the  conceptual
            apparatus,  measures  of  government  bodies  to  develop  sports  facilities,  and
            understanding the importance of sports infrastructure for improving public health and
            quality of life. In terms of the considered management models, it has been established
            that there are various approaches. However, the effectiveness of tools and mechanisms
            for managing sports infrastructure to achieve effective indicators of public involvement
            in mass sports remains problematic. Therefore, in Kazakhstan, there is a significant
            theoretical gap in scientific and experimental research aimed at studying the state of
            modern sports infrastructure, assessing the needs of social groups in various sports,
            including in urban and rural areas, as well as on how to improve state management of
            sports infrastructure in the country.
                    The aim of this research is to develop innovative tools for state management
            of sports infrastructure.
