The object of the research is the state management of sports infrastructure in
the Republic of Kazakhstan. The subject of the research is the current measures and
methods of state management of sports infrastructure, and organisational and legal
relationships arising in the field of mass sports.
Research objectives:
● Conduct an analysis and study the existing system of state management of
sports infrastructure in Kazakhstan;
● Disclose socio-economic and legal aspects of state management of sports
infrastructure;
● Study and analyze trends in the development and management of sports
infrastructure in advanced countries. Identify reasons that hinder effective management
of sports infrastructure in Kazakhstan;
● Justify the need for measures to improve mechanisms of state management and
development of sports infrastructure, as well as the implementation of innovative
approaches in managing sports facilities, including through digital technologies.
Theoretical and methodological framework of the research included general
scientific methods, qualitative and quantitative methods (comparative analysis and
synthesis, systems analysis and content analysis, case studies, and sociological
surveys). The theoretical basis of the study was domestic and foreign experience in the
development and management of sports infrastructure. Thematic research was used to
identify patterns in sports infrastructure management, and methods of systems analysis
and content analysis were applied to analyze legislative acts and regulatory legal

documents. The study also involved a comparative analysis of the availability of sports
facilities for citizens in different regions of Kazakhstan, as well as an analysis of local
budget expenditures on sports development.
The information base of the research includes official and statistical data,
documents from the International Olympic Committee and the National Olympic
Committee of the Republic of Kazakhstan, materials from meetings of the Sports
Council under the Government of the Republic of Kazakhstan, decrees of the President
and orders of the Prime Minister of the Republic of Kazakhstan, resolutions of the
Government of the Republic of Kazakhstan, working groups and commissions of the
Parliament of the Republic of Kazakhstan and the Government of the Republic of
Kazakhstan on issues related to physical culture and sports, as well as normative and
legal acts in this field.
The novelty of the research lies in the fact that scientifically substantiated results
have been obtained based on a comprehensive analysis of the state management of
sports infrastructure, which constitute its scientific novelty:
● The essential characteristics of the sports infrastructure of Kazakhstan have
been identified, its components have been identified, which consist of sports
infrastructure for professional, amateur, mass and general education sports, including
indicators for assessing the state of sports infrastructure have been developed.
● An analysis of indicators characterizing the state of sports infrastructure has
been carried out and a sociological study of the population's needs for sports facilities
has been developed, which allows taking into account the satisfaction of the population
with the services provided by sports facilities, including accessibility and problems of
